Our moneyThis time, the cause for outrage was another deal brokered through ProZorro: On January 31, the State Reserve Agency of Ukraine entered into four contracts for the purchase and supply of vegetable oil worth UAH 62,67 million. In terms of quantity, Dniprosbyt will supply 1,000 tons of oil for UAH 31,85 million, while Finintertekhnologiya will supply the same amount for UAH 31,82 million. Therefore, the conversion shows that the large wholesale purchase was based on an average price of UAH 34,23 per liter, while the retail market price averages UAH 28,64 per liter.
This is 16% cheaper than the bulk purchase made by the State Reserve. It's noteworthy that both "winners" in the tender weren't just out of thin air, nor were they newcomers to the market—they had previously dealt with the State Reserve. For example, Dneprosbyt, owned by Marina Stavskaya, is in the same business circle as Sevastopol-based VKP Brokservice, which had previously won tenders from the State Reserve and the Agrarian Fund. Finintertekhnologiya is registered to Donetsk resident Gleb Grin'ko, who previously managed the Yasynuvata Ukrprominvest complex and Doninvest Plus. The owner of these enterprises, Anna Aslanova, has been linked to former Minister of Regional Development Anatoly Bliznyuk.
