The State Reserve was sold low-quality diesel fuel.

A number of companies supplied the State Reserve with substandard diesel fuel worth more than 160 million hryvnias.

In 2011, Imoti Star won a State Reserve tender for fuel supplies. The contract was worth 118,5 million hryvnias, meaning one ton of diesel fuel cost 11,850 hryvnias, almost a fifth higher than the wholesale price. In 2014, an inspection revealed that the fuel was of poor quality, freezing at temperatures as low as -10 degrees Celsius.

In August of this year, the court heard the State Reserve's claim and ordered Imoti Star to pay it UAH 23,41 million and replace all of the fuel, which totaled nearly 10 tons. However, this is unlikely to be achieved, as the supplier's authorized capital is less than UAH 50.

It's important to note that Imoti Star and its sole bidding competitor, Legendas-M LLC, are linked to businessman and politician Vadim Stolar. It turns out that not only the two aforementioned firms, but also several others associated with Stolar, inflated sales prices and understated purchase prices. These firms include PKP SKB, which is registered at the same address as Imoti Star and also sold fuel to the State Reserve, as well as the construction company Stolitsainvestbud. In all cases, the stakes involved hundreds of millions of hryvnias. Stolar also acted as a guarantor for these firms when they took out bank loans.

Stolar is running for the Kyiv City Council in the upcoming elections, and he has also become the head of the BPP headquarters.
