Several companies are registered to Zipernot ltd, owned by Ukrainian businessman and head of the South-Western Railways, Krivopishin.
According to the website "Nashi Groshi," citing the "Bulletin of State Purchases," the state-owned enterprise "Odesa Railway" has signed a contract with the "Tsentr Braknoho Oborudovaniye" LLC for the purchase of brake shoes, passenger cars, and other railway equipment. The deal is worth UAH 8 million.
The only competitor during the bidding process for this LLC was Agency of Specialized Services, owned by Denys Tkachenko. This company had previously competed with Center for Braking Equipment in several tenders for Ukrzaliznytsia. Meanwhile, Kerammash offered to supply this list of products at a price 18 hryvnias lower than the bids of the aforementioned companies. However, this offer was rejected before the bidding process began due to an incomplete set of submitted documentation.
The director of the Center for Braking Equipment LLC is a certain Anatoly Anatolyovich Efimenko. The owner of its authorized capital of 1 hryvnias is listed as the Cypriot company IT-Bestiross Limited. This foreign company was founded in 2013 by a Cypriot resident, Paris Gavrilidis, who also owns Zipernot Ltd.
Several companies owned by Ukrainian businessman and head of the South-Western Railways, Alexey Krivopishin, are registered to this "Zipernot Ltd." Specifically, these are the "Vector Group of Companies" and "Modern Friction Systems."
According to the documentation provided, the Braking Equipment Center LLC is located at 7A Kiyanovskoy Street, Kyiv. It turns out that Master Klin LLC is also registered at this address. The latter's founder is Vitaliy Velichko, a business partner of the Krivopishin family.
We would like to remind you that in October 2014, the Braking Equipment Center LLC already supplied equipment worth UAH 10 million to Ukrzaliznytsia.
A certain Yarokhovich N.V., who participated in the auction on behalf of this LLC, previously represented the interests of Vector Group of Companies. At this auction, Center for Braking Equipment LLC was represented by E.V. Zadorozhnaya. This same name appeared in the protocols of a representative of Vector Group of Companies last year.
