The Prosecutor General's Office is investigating the activities of companies belonging to Maksym Blank, the first deputy director of Ukrzaliznytsia, whom law enforcement officials suspect of embezzling UAH 0,5 billion from the Darnitsky Railcar Repair Plant state-owned enterprise. This was reported by Nashi Groshi, citing a ruling by the Pechersky District Court of Kyiv.
It is known that the Prosecutor General's Office opened a criminal investigation into this incident on September 9, 2015. According to the investigation, the Darnitsky Railcar Repair Plant state enterprise signed an agreement with Premier Leasing to lease 2 gondola cars to the state-owned enterprise. The contract amounted to UAH 1,49 billion. The Prosecutor General's Office clarified that the contract contained evidence of corruption: the price of the gondola cars was inflated, and the NBU exchange rate adjustment coefficient was altered, thereby inflating the contract amount and artificially creating a UAH 500 million debt for the state-owned enterprise.
According to Prosecutor General's Office investigators, the "artificial" debt of UAH 0,5 billion in the form of bonds is intended to be purchased by Astrum Capital LLC, Astrum Investment Management LLC, Astrum Investslugi LLC, and Astrum Asset Management Company LLC. These companies are owned through a number of shell companies by Maksym Blank, Deputy Director of Ukrzaliznytsia.
