The Prosecutor General's Office published information about its tenders in special issues of the "Government Procurement Bulletin," which no one knew about.
According to a ruling by Kyiv's Pechersky District Court dated January 12, 2016, on February 20 of last year, the Prosecutor General's Office launched an investigation into its own agency's procurement of goods and services at inflated prices. The supplier, BMS Consulting LLC, was involved in the procurement in 2012.
As it turns out, these tenders were reflected in the "Government Procurement Bulletin," but not on the "Government Procurement" website. It is believed that special editions of the Bulletin were released. It is known that such information is stored on the publication's website temporarily, and only the portal's administrators have access to it.
Specifically, information about the 68,36 million hryvnias worth of renovations to prosecutor's offices was not leaked online. At that time, the Prosecutor General's Office signed a contract with the firm Telsi.
On December 12, 2012, the Security Service of Ukraine (SBU) conducted a search of the state-owned enterprise Vneshtorgizdat Ukrainy (publisher of the "Goszakupok Bulletin") and seized backup copies of the online portal. Also implicated in the case was Volodymyr Mirutenko, deputy head of Vneshtorgizdat, charged with backdating information about a tender with Kyivmedavtotrans. Mirutenko was fined 13,6 hryvnias, but only resigned from his position in 2015.
