Over the past year alone, Russian oligarch Konstantin Grigorishin has attempted to carry out large-scale corruption schemes worth approximately UAH 7 billion in his own interests.

This was reported by former member of the National Commission for Regulation of Energy and Public Utilities, Andrei Gerus, on his Facebook page.

Gerus published copies of documents that he said confirmed that Grigorishin was attempting to create a “new RosUkrEnergo on the electricity market.”

"On December 19, 2014, a contract for electricity imports through the Cypriot shell company Perlisio was signed. You can see the signature of Yuriy Kasich, the former acting director of NEC Ukrenergo, who was appointed "on the recommendation" of Grigorishin. Perlisio shares an address with Grigorishin's other offshore companies. He himself finally confirmed that he was a participant in the import negotiations. Ultimately, Perlisio was supposed to supply 11,088 billion kWh of electricity to Ukraine. The purchase price in Russia was approximately UAH 0,68, and the selling price in Ukraine was UAH 0,86. In other words, they wanted to squeeze a margin of almost UAH 2 billion out of the Russian accounts of the Cypriot shell company Perlisio. You can see copies of the relevant signed documents. Essentially, RosUkrEnergo was created in the electricity market. This is probably how Mr. Grigorishin envisions building a strong Ukrainian economy," he stated.

In addition, Gerus lists Grigorishin's attempts to push through large-scale decisions in his own interests that had signs of corruption.
“1. Poltavaoblenergo transformers – UAH 60 million (denied). 2. Electricity imports from Perlisio – UAH 2 billion (denied). 3. Ukrenergo transformers – UAH 2,5 billion (amount reduced, tender announced). 4. Contract with ZTR-Service for servicing Ukrenergo transformers – UAH 0,5 billion (revoked due to public outcry). 5. Energoatom transformers – UAH 2 billion (revoked due to public outcry). Total: UAH 7 billion. Quite a savings. There is supporting documentation for each of these items. There is also incentive tariff setting for oblenergos, which will provide them with an additional UAH 12 billion per year – this requires a separate analysis,” he noted.

According to Gerus, this situation “made Grigorishin nervous.”

"Many key positions were filled by people he recommended, but the 'projects' still failed to materialize. That's why his interviews were so hysterical and critical. Draw your own conclusions about how sincere his remarks about patriotism were," he emphasized.

As reported by Obozrevatel, Russian businessman Konstantin Grigorishin previously gave a controversial interview to Ukrainska Pravda, in which he named Ukrainian officials he claimed were involved in corruption. Grigorishin also confirmed that Yuriy Kasich, head of the state-owned energy company NEC Ukrenergo, was appointed to his position on his recommendation.

Shortly after the interview, Kasich was fired. On October 5, security forces raided Ukrenergo's office.
