Igor Losev, a swindler and businessman from Odessa, calls himself a politician, although his only connection to politics is that in 2014 he ran for people's deputy in the 136th district (Odesa) as an independent candidate.

Losev then launched a massive election campaign, but never became a member of parliament. Today, he is known for his fraudulent schemes, pro-Russian stance, and dishonest business practices, 190.today reports.
Igor Vladimirovich Losev loves to tell stories about his non-existent companies and fictitious positions. Some of Losev's firms and organizations do exist and are officially registered, but they have been implicated in ties to Yanukovych's circle, shady schemes, and labor law violations—to name a few. Losev is currently seeking a way back into business after his last failed attempt in 2017.
What is Igor Losev famous for?
A failed run for parliament and a mysterious disappearance
His campaign promises were aimed at older people. Losev met primarily with pensioners and held various events for them. Unfortunately, historically, it's precisely the elderly who are easily influenced by grekosianism and declarations of the need to increase pensions and social programs. Losev skillfully exploited this, hoping to win their votes in the elections.
During the elections, he was remembered for bribing voters. The parliamentary candidate made no secret of this, even boasting of organizing food fairs in Odessa's Suvorovsky district, where food prices were half market prices.
Losev regularly promoted pro-Russian views and Kremlin narratives. Specifically, he declared that "Ukraine is a heterogeneous country," defended the Russian language and "Soviet heritage," and asserted that Odesans don't need to study Ukrainian history. Igor Losev divided Ukrainian society, emphasizing the differences between residents of Odesa, Kyiv, and Lviv.
For example, on his Facebook page, he wrote that "Kyiv schoolchildren don't necessarily need to study the works of Vorontsov, Langeron, and Catherine the Great, while for young Odessans it's a must." The parliamentary candidate also repeatedly noted that "Odessa grandmothers" have difficulty understanding Ukrainian.
When asked about his attitude toward the Ukrainian language, Losev replied that he “has a positive attitude toward it,” but communicates in Russian.
"Each region of Ukraine must independently determine the status of the Russian language: you'll agree that Lviv residents don't need it, but writing an application in Ukrainian can be problematic for Odesa residents. The same applies to the cultural aspect: Odesa schoolchildren don't necessarily need to study in detail the deeds of Western Ukrainian heroes like Shukhevych, Bandera, and Konovalets, but it's crucial to know who Richelieu, Catherine, and Vorontsov were ," he wrote. He didn't explain why Losev considers Ukrainian heroes to be heroes only of the western part of our country.
Losev dismissively referred to Ukrainian activists who demanded the removal of monuments to Catherine the Great and Alexander Pushkin in Odessa as "radical nationalist groups" and "radical formations." He spoke out against the demolition of any monuments dedicated to Russian and Soviet figures, even those to Vladimir Lenin.
Losev also opposed Ukraine's accession to NATO and believed that this would allegedly provoke a new conflict with Russia.
It should be emphasized that at the time, Ukrainians were recovering from the Revolution of Dignity. With such statements and positions, Losev literally mocked the defense of our state's national interests.
But a month before the election results were announced, Losev simply disappeared. Perhaps he already realized he wouldn't be elected and decided to stop wasting his resources and energy on the cause. Overnight, his office closed, campaign tents vanished from the streets of Odessa, and the Facebook page where Losev regularly posted became inactive—until 2020. Clearly, this page was created specifically for the election campaign.
In the comments to one of the posts, he was asked why he had curtailed his campaign activities, but the question remained unanswered.

At the time of his registration as a people's deputy, Losev was unemployed—at least that's what he stated in his autobiography for the Central Electoral Commission.
But on September 9, 2014 (the day before the Central Election Commission registered him as a candidate for people's deputy), Losev called himself the head of the transport company Conway Group since 2011.
Moreover, some media outlets then reported (with clear signs of being a paid story) that the Odessa-based Conway Group had become part of the international holding company Con-way Inc. The articles listed Losev as a co-founder of the company.
According to information from public records, as of today, Losev is neither a co-founder nor a director (or even a former director) of the company. It's also interesting that the official founding date of Conway Group is June 26, 2014. This means that for some time, namely for three years, Losev claimed to be a co-founder and director of a non-existent company. By the time of the elections, Conway Group had already been registered, but the parliamentary candidate for some reason concealed his positions in his CV for the Central Election Commission. Losev also noted that Conway Group is a Ukrainian company based in Odesa. However, Conway Group LLC (EDRPOU code 39276311) is currently registered in Kyiv.

The founder of Conway Group is listed as the mysterious Evgeny Viktorovich Grichelyuk, about whom there is no information whatsoever online. This individual is also the director of MASS-LOGISTIK LLC, another of Igor Losev's scandalous companies.
Is Losev's MASS-LOGISTIC LLC a real company or part of a fraudulent scheme?
In 2012, Igor Losev founded MASS-LOGISTIK LLC (EDRPOU code 38292070), which operates in the transportation sector, including providing freight forwarding, legal, analytical, and marketing services, as well as freight chartering and customs clearance. This company, also registered in Kyiv, also received a license from the State Customs Service of Ukraine for customs brokerage in 2012. The authorized capital is only 1 UAH, which may indicate that the company is fictitious.
There is no information about the actual activities of MASS-LOGISTIC LLC, and Igor Losev hasn't published a single mention of the company. This is surprising, as he regularly talked about his "positions" at the aforementioned Conway Group. MASS-LOGISTIC LLC doesn't have its own website, only a page on the international e-commerce site Allbiz—information on it was current as of 2015. It states that the company is based in Odessa and handles international shipping and customs clearance. Incidentally, they promise incredible prices for international shipping.
At one point, Losev completely concealed his ties to MASS-LOGISTIK LLC. In 2014, in the comments to one of the then-candidate's Facebook posts, he was asked what his connection to the company was. Losev did not respond to the question, although he frequently responded to other comments from his followers.
MASS-LOGISTIK LLC has been sued three times—all court cases took place in 2015.
In a lawsuit filed by the private enterprise "Container Terminal Illichivsk" against MASS-LOGISTIC LLC, the Kyiv Commercial Court awarded almost 140,000 UAH. According to case materials 910/28232/14 , Igor Losev's company was issued invoices totaling 137,066.64 UAH for services rendered by the terminal, of which only one invoice—for 1,534.70 UAH—was paid. As a result, MASS-LOGISTIC LLC incurred a debt for services rendered in the amount of 135,531.94 UAH. The court also ordered Losev's company to pay 3,226.15 UAH in legal costs.
Several months later, the Kyiv Commercial Court ordered MASS-LOGISTIC LLC to pay over 7,700 hryvnias to the state-owned enterprise "Ukrainian Sea Ports Authority." The court's decision in case 910/12088/15 states that in 2013, the state-owned enterprise "Illichivsk Commercial Sea Port," the state-owned enterprise "Ukrainian Sea Ports Authority," and MASS-LOGISTIC LLC entered into a contract for the provision of services to Igor Losev's company. MASS-LOGISTIC LLC provided services totaling 4827,46 hryvnias, but Losev failed to pay. In addition to the principal debt, the court collected from MASS-LOGISTIC LLC a penalty in the amount of UAH 1071,56, inflation losses in the amount of UAH 1747,54, and 3% per annum in the amount of UAH 80,94 (accrued for the period from November 27, 2014, to June 115). UAH 1827.

In case 910/14726/15, the Kyiv Commercial Court awarded MASS-LOGISTIC LLC UAH 4,700 in damages following a claim filed by the state-owned enterprise Illichivsk Commercial Sea Port. The court ruling noted that the plaintiff provided services to MASS-LOGISTIC LLC, and Igor Losev failed to fulfill his payment obligations once again, resulting in a debt of UAH 2,035.48. The court also awarded MASS-LOGISTIC LLC a penalty of UAH 293,11, 3% per annum of UAH 14,89, inflation losses of UAH 592,14, and a court fee of UAH 1,777.41.
Yes, these court cases don't concern Losev's large debts, but would an honest businessman defraud state-owned enterprises of several thousand hryvnias and then bring these cases to court?
Many clients of MASS-LOGISTIK LLC who decided to use the company's customs brokerage services lost significant funds. Igor Losev initially promised them favorable terms of cooperation, only to raise the price several times over just weeks after signing the documents. Or he would take the money and simply fail to fulfill the terms of the contract—in cases where Losev owed individual clients several thousand dollars.
Employees of MASS-LOGISTIC LLC also have stories to tell about Igor Losev. Although Evgeny Viktorovich Grichelyuk is listed as the company's director, Losev was the sole manager for a long time.
According to former employees of MASS-LOGISTIC LLC, Losev would withhold wages for extended periods and then simply fire employees. Women were often the target of the director's sexual advances. If a dismissed employee had any complaints against Losev, the hapless businessman would resort to threats and blackmail, threatening to ensure that the employee would never find a normal job again.
The website "Truth of Workers", where employee reviews of employers are published, partially confirms this information.
There are also positive reviews about MASS-LOGISTIC LLC and its founder and director, Igor Losev. However, they were written from a single IP address, which does not match the city listed in the comment. It's likely that they were written by Igor Losev himself.
Igor Losev. Connections to the Party of Regions
How did Igor Losev and his MASS-LOGISTIC LLC manage to avoid real responsibility for numerous fraudulent schemes, and why did legal proceedings only begin in 2015?
MASS-LOGISTIC LLC has been repeatedly linked to the so-called "Yenakiyevo group." During Viktor Yanukovych's presidency, it de facto managed Ukraine's ports and controlled all activities within them.
The Yenakiyevo group was led by then-member of parliament from the Party of Regions and crime boss Yuriy Ivanyushchenko , also known as Yura Yenakievsky. He is known as Yanukovych's "grey cardinal" and is believed to be one of the organizers of the murders of peaceful protesters on the Maidan. After the overthrow of Yanukovych's regime, Yura Yenakievsky fled Ukraine. According to the latest reports, he is hiding in Monaco.
In 2012, the state-owned enterprise "Administration of Sea Ports of Ukraine" was created. With its help, Yanukovych's entourage, specifically the "Yenakiyevo group," controlled cash flows in Ukraine's seaports. Exclusively companies controlled by the then-government provided freight forwarding and brokerage services at the ports. One of these was Igor Losev's MASS-LOGISTIC LLC.
At that time, MASS-LOGISTIC LLC and Losev personally engaged in extortion against cargo owners by delaying the processing of cargo documents. The defrauded cargo owner was forced to pay the company for supposedly resolving the situation. Yanukovych's associates protected these schemes, but after their flight from Ukraine, all companies involved in similar deals and shady schemes in Ukrainian ports were left without patrons. Losev not only lost his protection and large-scale earnings but also faced the threat of real punishment. This is precisely why, in 2014, he decided to run for parliament and protect himself with parliamentary immunity (it was abolished in 2019). However, as is well known, Losev never became an MP. In 2015, legal proceedings were initiated against his company, and Igor Losev himself disappeared from public view for several years, until 2017.
During the 2014 election campaign, Losev boasted that he had experience running a business under the Yanukovych regime and could therefore help entrepreneurs open or reopen businesses they had lost due to the previous government's policies. The parliamentary candidate even wrote a program to make doing business in Ukraine more attractive.
"My task, as someone with experience running a business under the Yanukovych regime, when all businesses, large and small, were methodically destroyed, is to help entrepreneurs reopen their businesses and give the green light to young entrepreneurs who want to start their own ," he declared. But for some reason, he didn't specify that he had literally collaborated with Yanukovych's inner circle and had himself contributed to the destruction of businesses and the economy as a whole.

According to public records, MASS-LOGISTIK LLC is registered in the center of Moscow at 7 Kruglouniversitetskaya Street. Our journalists visited the address to speak with the company's owner, Igor Losev, director Evgeny Grichelyuk, and at least his subordinates.
Journalists waited almost a whole day for the management of MASS-LOGISTIC LLC to appear. People working in the building said there was no company called MASS-LOGISTIC there.
Volodymyr Losev, a private notary of the Kyiv City Notary District, works at the same address (7 Kruglouniversitetskaya Street, Kyiv). He is the father of the hapless businessman Igor Losev. He has been working in the capital for over 20 years and has his own office in this very building.
Thus, Igor Losev decided to register his company at the address of his father's notary office. Whether Vladimir Losev is aware of his son's schemes is unknown, as we were unable to locate him at his workplace.
Charitable organizations and accomplices of Igor Losev
Losev is the founder and director of the public organization "Ravnopravnost" (EDRPOU code 39382746), founded in 2014. The co-owners and co-founders of the organization are Vilena Viktorovna Loboda and Sergey Ivanovich Kirchev. Interestingly, Vilena Loboda's patronymic is listed as "Viktorovna" in state registries. Such schemes are typically carried out to conceal connections to certain individuals, since a search by full name, if misspelled, will not reveal all the individual's information.
Vilena Loboda is a longtime friend and assistant of Losev. Back in 2014, when the media published a commissioned story, Conway Group became part of the international holding company Con-way Inc., and she was listed as a consultant for the Odessa-based company. Moreover, she was the sole contact person for Conway Group.
Her phone number is listed both on the page of MASS-LOGISTIC LLC at a negotiated price in Kyiv, and in the cases indicated by the management (let us remember that the data is current as of 2015), although Vilena Loboda has never officially held and does not hold any management positions in this company.

Losev wrote about the activities of the NGO "Ravnopravnost" (Equality) on his Facebook page. Specifically, he stated that the goal of creating the NGO was to address pressing issues facing Odessa residents.
According to him, several events were held in Odessa with the participation of the public organization: a photography competition in the village of Kotovsky and the First Ukrainian Aerial Freestyle Cup. Losev did not report on any further achievements of the NGO "Ravnopravnost," and the media also did not cover the organization's activities.
Incidentally, the NGO was founded in September 2014, the same year Losev filed his candidacy for parliament. This means that this businessman-politician's organization was created specifically for the elections, just like his charitable foundation.
Ten days after the founding of the NGO "Equality", the would-be businessman founded the Igor Losev Charitable Foundation (EDRPOU code 39399203), the director of which is Robert Vruyrovich Papinyan.
His daughter, Karina Robertovna Papinyan (who changed her surname to Yancheva), along with Vilenna Loboda, were the founders and beneficial owners of VIKAR ENTERPRISE LLC (EDRPOU code 39905238), which is engaged in auxiliary activities in the sector. The company is registered in Mykolaiv.
But in 2024, sole management and ownership of the company passed to a front man, Serhiy Aleksandrovich Chernous, who is listed in state registries as the owner and founder of dozens of companies registered in various regions of Ukraine. This means Igor Losev and his accomplices may be covering their tracks before launching another fraudulent scheme, as companies associated with them are now more difficult to trace.
The charity's contact phone number is the personal number of Dmitry Kiporenko, an assistant attorney at the Markov & Partners law firm.

Let's return to Robert Papinyan. He is a private detective from Odessa who has worked in Odessa law enforcement for 25 years. The detective agency's website states that they provide legal consultations, information gathering, detection of adultery, investigative activities, and more. Papinyan is open about his methods and openly states that one of them is intimidation. In 2021, he participated in the investigation of a marriage scam: a British man, James, married a Ukrainian woman, who, together with her friend, swindled him out of approximately $250. The police were unwilling to pursue the case, so the foreigner, hoping to recover the stolen funds, decided to contact Papinyan. The private detective's price was shocking—he asked for $3 for his services and an additional 30% of the amount he could recover. The foreigner agreed, but it is still unknown whether private detective Robert Papinyan helped recover the money.

A pattern emerges: Losev created new Facebook pages for each "new chapter" of his life after his temporary disappearance. After his unsuccessful run for office in 2014, he created a page in 2015. It featured various news about Odessa: beautiful photos of the city, information about cultural events, and so on. He also "abandoned" this page in 2015.
Losev returned to the media only two years later. In 2017, a third page for the "businessman-politician" was created, but it, too, was short-lived—less than a year. This page was mostly dedicated to business, including his new fictitious company, "Raznoeksport," but it published few posts.
What is known about Raznoeksport LLC? Nothing. This company, which Losev calls international, also doesn't have its own website. There's no information about this company in any state registries—meaning it wasn't registered. But Igor Losev was recruiting employees for his "international company" and promised them a salary of 5 euros.
"A competition has been announced for new positions in the office of my international company, Raznoeksport LLC. I'm seeking resumes from talented young lawyers, economists, and accountants with a salary equivalent to 5 euros (!) per month. Even recent university graduates are being considered ," Losev wrote.
He promised candidates "European working conditions," but immediately clarified that they would have to work overtime—the workday would continue until late in the evening, sometimes even on weekends.
Such unreasonable demands violate our country's labor laws. And it's unlikely the promised salary of €5 would have been official—it's worth remembering that Raznoeksport LLC wasn't registered and therefore didn't pay taxes to the state budget. And from the experience of MASS-LOGISTIC LLC employees, we know that Losev tends to delay or not pay wages at all.
On the TOneTO website, which also publishes employee reviews of employers, you can find the following comment: "I started working at Igor Vladimirovich Losev's company, Raznoimport, as a manager. His authority among clients and employees is off the charts. He has organized the work at the highest European level. This is my dream company, an international one. Just what I was looking for."
This review was written on October 12, 2017—five days before Losev announced a competition for open positions. However, the company name deserves attention. In a comment, Losev's supposed new employee stated that she had taken a job at Raznoimport. However, Losev had announced a competition for positions at Raznoeksport LLC. Apparently, the businessman had not yet decided on the name of the new company at the time of writing this review, which, incidentally, bears clear signs of being paid. After all, neither Raznoimport LLC nor Raznoeksport LLC were registered in Ukraine.
A search for information on Raznoimport LLC and Raznoeksport LLC yields results only for Russian companies with these names. The Russian Raznoimport LLC is registered in Moscow and is engaged in the wholesale trade of fruits and vegetables. The now-liquidated Raznoeksport LLC, also registered in Moscow, operated in the trucking industry. Thus, Igor Losev, either intentionally or accidentally, attempted to create clones of Russian companies in Ukraine.
Since 1994, the investment company RAZNOEXPORT (EDRPOU code 21640382) operated in Ukraine. It was liquidated in 2008. Such companies are known as financial pyramids, popular in the 90s in the post-Soviet space. The fraudster Losev may have been inspired by the name of this financial pyramid.
When the media began searching for information about Raznoeksport LLC (or Raznoimport LLC) in 2017 and recalling Losev's past schemes and connections to the Party of Regions, the businessman and politician decided to clear his name. He claimed that an information campaign had been launched against him, and that he was allegedly being asked to pay money to the bank accounts of proxies from the DPR and LPR for deleting previously published materials.
Igor Losev subsequently announced that he had a fund to support small and medium-sized businesses, where entrepreneurs could receive free consultations and legal support. He promised to help resolve issues with tax invoices and pressure from law enforcement agencies.
"We represent your interests in court, lobby government bodies for business development, and promote legislation we all need. Our shared goal is to reduce high taxes, simplify tax legislation, achieve transparent rules for everyone, and improve the business climate in the country ," Losev stated.
However, the fund to support small and medium-sized businesses never officially existed. In 2017, the public organization "Small and Medium-Sized Business Support Fund" (EDRPOU code 41631036) was founded in Kyiv. However, according to the registers, Igor Losev had no connection with it.
Conclusions and warnings for future employees, partners, and clients of Losev
Igor Losev is seeking a way back into the transportation business after yet another failure with Raznoexport (or Raznoimport) and his disappearance in 2017. Therefore, the would-be businessman has long been trying to conceal his connections to certain individuals by manipulating false information in state registries. His business partners transferred their assets to front men last year, which may indicate that his old accomplices will also be involved in new fraudulent schemes.
Today, Losev actively maintains his own website (interestingly, it's in Russian) and describes himself as a business consultant, political activist, and crisis manager. There, he reflects on the proper conduct of business and even comments on the latest political news. Such actions may also indicate that the failed businessman Igor Losev is trying to revive his (failed) business.
But there are facts Losev won't be able to hide. Collaboration with the usurper Yanukovych's inner circle, the Kremlin narratives he spread after the Revolution of Dignity, the non-payment of wages and the illegal dismissal of employees, the deception of clients—all these stories will forever remain in his biography. And if Losev, with such a reputation, decides to invent another company and his own positions within it, potential employees and clients should be sure to familiarize themselves with the above information.
