On February 27, 2015, the Department of Public Utilities and Improvement of the Illichivsk City Council of the Odessa Region accepted a bid from Avtodor LLC for sewer maintenance of the street and road network. The cost of services was UAH 638051,00.
The private enterprise Ukrspetstekhnika also participated in the competitive bidding, offering to carry out the above-mentioned work at a price of 148,232.00 hryvnias cheaper, but the bid of this enterprise was rejected by the customer of the bidding.
The Competitive Bidding Committee found it a serious violation that the bidder, Ukrspetstekhnika, had failed to number all pages, had provided the order appointing the director in Russian, had not included a number in the power of attorney, and had not provided a telephone number in the application form. However, in the competitive bidding disclosure protocol, the Department of Public Utilities and Improvement had previously indicated that all documents submitted by the bidders complied with current legislation.
Thus, the Department of Public Utilities and Improvement of the Illichivsk City Council of the Odessa Region will overpay Avtodor LLC by 148,232.00 hryvnias. This is likely the amount of the kickback.
Following the rejection of a more economically advantageous bid, the public organization "Rule of Law" appealed to law enforcement and regulatory agencies with a request to conduct investigations into the legality of the actions of company officials and to cancel the illegal tender.
