Isaenko forged the minutes of the meeting of the Urban Development Council of the Ministry of Regional Development on the Kyiv General Plan.

Deputy Minister of Regional Development Dmitry Isaenko falsified the minutes of a meeting of the Urban Development Council under the Ministry of Regional Development and Construction regarding the Kyiv General Plan until 2025 in order to circumvent the law: submitting the document for review by the Kyiv City Council without public discussions and other necessary procedures.

This is evidenced by the minutes of the meeting of the architectural and urban planning council of the Ministry of Regional Development of Ukraine dated October 27, 2014.

According to the document, at its last meeting, the council allegedly decided not only to submit the Kyiv General Plan until 2025 to the National Union of Architects of Ukraine for review and public discussion, but also to submit the General Plan materials to the Kyiv City Council for consideration, its revised historical and architectural section to the Ministry of Culture, sections on civil defense engineering measures to the Main Directorate of the State Emergency Service of Ukraine, and design materials for the development of healthcare facilities to Presidential Advisor Olha Bogomolets.

As KV previously reported, on October 27, public activists and experts effectively disrupted the review of the Kyiv 2025 General Plan at the Ministry of Regional Development, Construction, Housing, and Communal Services. Due to numerous comments on the document, it was removed from the agenda, ostensibly to be sent to the National Union of Architects (NUA) for review first.
So, in reality, the ministerial council did not approve any decisions regarding the General Plan and, as it turned out, could not do so legally.

As stated in an open letter to President Petro Poroshenko and Prime Minister Arseniy Yatsenyuk by Viktor Hleba, former Deputy Chief Architect of Kyiv, the Ministry of Ecology had not approved the General Plan at the time of the Urban Development Council meeting, and the Ministry of Culture had withdrawn its previous approvals. This means the Ministry of Regional Development had no right to submit the General Plan for discussion, let alone approve any decisions regarding it.

Moreover, at the October 27 meeting of the City Council, a new version of the Kyiv General Plan until 2025, dated 2014, was discussed, despite the fact that the pseudo-public discussions and examination were conducted on the version of the document developed before 2012.

As Viktor Gleba notes in his open letter, these two versions differ significantly, meaning that we are essentially talking about a new General Plan that needs to be re-discussed, agreed upon, and submitted for review.

However, as KV previously reported, Ukrainian Deputy Prime Minister Volodymyr Groysman instructed Kyiv Mayor Vitali Klitschko to approve the Kyiv 2025 General Plan before the New Year.
Apparently, Dmitry Isaenko (why he hasn't been "lustrated" yet is unclear, ed.) was actively involved in this task. After all, in addition to falsifying the minutes and submitting the General Plan to the Urban Development Council, he committed other violations. First, the council meeting was not announced 20 days in advance, as required by the Law of Ukraine "On the Regulation of Urban Development Activities." Furthermore, even on the day of the meeting, there were no corresponding announcements on the websites of the Ministry of Regional Development and the Kyiv City State Administration, which is a violation of the Laws of Ukraine "On Information" and "On Access to Public Information."

It should be noted that, despite the fact that the ministerial urban development council meeting on the General Plan was supposed to be held "quietly" from citizens, the minutes include a long list of invited public activists who, in fact, attended on their own.

This situation indicates that the General Plan 2025 may very soon be submitted to a plenary session of the Kyiv City Council without public discussions, the resolution of contentious issues, a state review of the new version of the document, and possibly even without the approval of the Ministry of Ecology and the Ministry of Culture.
