Yatsenyuk's Cabinet submitted draft law No. 3325 on gas market reform to the Verkhovna Rada. According to this document, the government plans to create a company that would lease gas distribution networks. Experts note that this move will allow officials to underpay the Ukrainian budget by several billion hryvnias.
Andriy Kobolev, head of NAK Naftogaz of Ukraine ( read more about him in the article "Andriy Kobolev: A Low-Profile "Veteran" of the Gas Pipeline "), noted in a media interview that the newly created company will operate under the control of NAK Naftogaz of Ukraine, and the company's organizational structure is currently being finalized. Kobolev specified that the new company will transfer state-owned gas distribution networks to licensed operators for paid use.
It is known that the relevant Verkhovna Rada committee is scheduled to consider this bill on October 28. Furthermore, the government has already hastily prepared a draft lease agreement, under which part of the rent proceeds will bypass the Ukrainian budget.

According to the published agreement, the rent for the use of gas distribution networks could amount to approximately UAH 8 billion. Clause 3.6 of the agreement clearly states that "the rent is transferred to the state budget and the landlord in a 70% to 30% ratio." According to this ratio, UAH 2,4 billion will not go to the state budget of Ukraine, but will instead be the net profit of the new company planned to be created by Yatsenyuk's Cabinet of Ministers.
