How the former Moscow police are protecting a land mafia syndicate led by young regional politicians

Ukraine has been extremely unlucky with those who manage this land. No, not the plowmen, not the farm workers, but the hardworking people who know what the land is. We're all tired of the corrupt schemes by which the former government seized, divided, and plundered the land. And now new people have arrived. So what? The same people—Gerasymyuk, Danilenko, Rudyk, Tarnopolsky, Kadomsky, and many others—have palaces on land they acquired through the same corrupt schemes.

With the advent of the "New Power," Serhiy Rudyk assumed the post of head of the State Land Agency. Rudyk arrived in Kyiv with the help of the notorious Kaskiv, a leader of the "Pora" movement. Under Yushchenko, he headed the State Committee for Nationalities and Religious Affairs. Scandals surrounding illegal migration and refugee status issues date back to that time. A notable point in his biography was his post as deputy head of the Kyiv City State Administration under Mayor Leonid Chernovetsky. Being part of the "young team" is a qualification in itself—and, incidentally, good training for his role at the State Land Agency. Rudyk later managed to work for Viktor Baloha's "United Center," and in 2011, for the All-Ukrainian Union "Svoboda."
Rudyk didn't have long to get up to speed, as his "young team" partners were waiting for him: the head of the Main Directorate of the Kyiv State Land Agency, Sergei Levtsov (a young member of the Party of Regions), who took the post of "shadow cashier" and organized an "active sale" of State Land Agency positions; and the first deputy of the State Land Agency, Artem Kadomsky, the brains behind the corrupt schemes for laundering budget money, developing raider seizures of land, and the developer of the necessary bills, who, at that time, had already secured the support of the Deputy Prime Minister of the Cabinet of Ministers of Ukraine and the leadership of the Prosecutor General's Office of Ukraine, Nikolai Gerasimyuk (until March 24, 2014, Deputy Head of the State Executive Service of Ukraine and, concurrently, the main culprit in the collapse of the Executive Service of Ukraine, commissioned by the "Family").

With powerful backers in the government, law enforcement, and criminal circles, the State Land Agency's "young team" has gone on a rampage, as sadly demonstrated by the statistics of arrests of regional and district-level government officials accepting bribes, land privatization scandals, corporate raids, and other illegal activities.
The climax of our heroes' activities was the first popular uprising in the history of independent Ukraine, when Rudyk himself took another outlaw to the Dnipropetrovsk region for a scam. To avoid "impaling Rudyk," the Dnipropetrovsk regional leadership was forced to hide the incompetent official in the basement of the regional administration building, where an incident occurred that we have no moral or ethical right to report. The ensuing scandal resulted in the dismissal of Serhiy Rudyk from his position as head of the State Land Agency.
On September 16, 2014, the Verkhovna Rada of Ukraine adopted bill No. 4359a "On the Purification of Government," albeit in its second reading and overall, under pressure from Euromaidan activists gathered outside the building. A registry of purged officials finally appeared in open sources.
In turn, the Cabinet of Ministers of Ukraine, by its order of September 16, 2014, No. 976, dismissed Kadomsky on the basis of the Law of Ukraine “On the Purification of Power,” under an article that prohibits holding public office for 10 years.
According to the law, the dismissed Kadomsky was supposed to retire to his country villa in the village of Lyutezh, Vyshgorod district, Kyiv region (coincidentally, located on the opposite bank of the Yanukovych estate), where more than two thousand square meters of mansion have been built, which, contrary to all conservation requirements, is located directly in the water protection zone, with direct access to the "big water" of the Kyiv Sea, the Dnieper River.
But, as we know, no one gives up power so easily!
Having received the unofficial status of "land resources curator" and secured Danilenko's support, Kadomsky, together with Levtsov, continues to effectively manage and influence all processes within the State Land Agency of Ukraine, not only managing but also developing new corruption schemes. Quickly and casually, in collaboration with the Prosecutor General's Office, Kadomsky developed an illegal scheme to "legalize" the lands of the "Danilenok Estate"—a mere 140 hectares of land and lakes near the villages of Khlepcha and Soltanivka in the Vasylkivsky district of the Kyiv region. This modest area was quietly removed from state ownership. According to Artem Kadomsky himself, he imports $500,000 a month for his patrons, plundered from our pockets and taken from our soldiers, children, and the elderly.
Time goes by, revolutions happen with the likes of Gerasimyuk, Danilenko, Levtsov, Kadomsky, but eradicating this plague, as history shows, is impossible without the desire of the country's leadership!!!
Today, Ukraine is in a state of war. People who are dying for independence and the future are waiting for reforms, improvements, and truth, and demand that we direct all our efforts to combat the remnants of the "Family" in a new, corruption-free Ukraine.
We appeal to the President of Ukraine Petro Oleksiyovych Poroshenko, the Prime Minister of Ukraine Arseniy Petrovich Yatsenyuk, the Minister of Internal Affairs of Ukraine Arsen Borysovych Avakov, the Prosecutor General of Ukraine Vitaliy Hryhorovych Yarema, as well as to the leaders of all parliamentary factions with the demand:
"Restore order at the State Land Agency of Ukraine, root out corruption, illegal schemes, and the members of the 'Family' who continue to manage the agency's operations. We demand a public investigation and punishment for those responsible for such cynical theft of state property and the organization of corrupt schemes within the State Land Agency!"
As part of its investigative journalism, the initiative group continues to gather information on corruption within the State Land Agency. All information gathered will be promptly forwarded to the relevant authorities and published in the media.
