Ukraine's tragedy is that each revolution changes the people at the top, but not the principles of how power is wielded. And these principles, alas, are selfish and unconstrained. Those at the top rob the rest. And then they either flee or, less often, but it does happen, go to prison. This is the wheel of karma that has spun Poroshenko's "overseer" of the banking system, Ruslan Demchak.
It seems like only recently that Demchak himself was the target of harassment, extortion, and even criminal prosecution by Igor Kaletnik and company. And one would think he should have learned a thing or two about justice and the volatility of life. But no. Having become a "supervisor," the first thing "Rusik" did was rob others.
We've already quoted Mr. Dubinsky as saying, "It appears the Vorushilin Deposit Guarantee Fund has also switched to 'push-push' mode. A couple of months ago, these comrades, with Gontareva's support, seized Omega Bank from Lagun. They did it brutally. They brought in an administration to seize two of the capital's most desirable properties: the Lybid Hotel (Pobedy Square) and the Sofiyevsky Business Center (Rylsky Lane)."
The court seized the bank's assets, but this did not stop Vorushilin.
On Kononenko's orders, the bank was sold to the well-known car wash operator Ruslan Demchak for... 40 million hryvnias (20 times cheaper than the actual value of the assets).
On the basis of Omega, he created the transitional “RVS Bank”, to which he transferred assets.
Naturally, legal proceedings began, and the Ministry of Internal Affairs became interested in the case. And then Vorushilin became alarmed—selling property under judicial arrest meant a prison sentence for both him and the notary.
So they decided to quickly liquidate the bank to cover up the loose ends. Smiley face
But it wasn't to be. Demchak blocked the liquidation through the courts. After all, he had paid them money for those assets, and he basically couldn't care less how long Vorushilin served.

There's a sequel to this story. On September 29, notary Cherney, without any title documents or a single original, transferred the Lybid Hotel to Demchak's bank. Simple and straightforward. And this despite the fact that, under the new law, notaries are authorized to perform only notarial acts. But here, not a single notarial act took place. They simply hacked the building to fit the client's needs. Demchak will likely now sell the hotel and replenish its capital, even though the law clearly states that this can only be done with her own funds.![]()
