According to TSN, pre-trial proceedings have now been initiated for negligence against all defense ministers since 2000. Investigators believe their actions led to a decline in the army's combat readiness.

According to a document obtained by journalists, the prosecutor's office is investigating the role played by then-Minister Anatoliy Hrytsenko in the investigation of the case against Ukroboronbud director Melnyk.

"The completeness of the investigation into the role of the leadership of the Ministry of Defense of Ukraine, in particular former Minister Anatoliy Hrytsenko, during the pre-trial investigation and trial of the criminal case against V.L. Melnyk, director of the branch of the central specialized department "Ukroboronbud," for committing a crime under Part 3 of Article 365 of the Criminal Code of Ukraine is being verified. To this end, a motion for temporary access to items and documents related to the aforementioned case has been filed with the court," the Prosecutor General's Office stated.

Furthermore, the agency considers another decision by Gritsenko to be illegal: in 2006, he authorized the transfer of over 117 hectares of land belonging to the Kyiv Military District's housing and maintenance unit and a military unit to a private company. It turns out that, with the minister's signature, the developer was given not only the land but also eight residential buildings, including a boiler house.

"This land plot was subsequently illegally transferred to the ownership of Zhilstroyservis," stated Deputy Prosecutor General and Chief Military Prosecutor Anatoly Matios.

Attempts to appeal this decision back in 2011 were unsuccessful—the court rejected the law enforcement agency's case. The agency is now demanding that the court reconsider that decision.

As previously reported by Prokurorskaya Pravda, in addition to Gritsenko, the Prosecutor General's Office is investigating the activities of former defense ministers Kuzmuk, Shkidchenko, Marchuk, Yekhanurov, Ivashchenko, Salamatin, Yezhel, and Lebedev.

"On August 8, 2014, former Defense Minister M.B. Yezhel was notified of suspicion of committing a crime under Part 2 of Article 364 of the Criminal Code of Ukraine," Matios noted. The case involves 43 million hryvnias in damages to the state.

"The pre-trial investigation has taken measures to remove M.B. Yezhel from his post as Ukraine's Ambassador to the Republic of Belarus. These measures will be taken after the suspect's recovery, and he is currently undergoing treatment at the Central Hospital of the Ministry of Defense of the Republic of Belarus," the Prosecutor General's Office said in a statement.
