How Banks Are Robbed. Just Documents. Delta Bank, Popova, Sukovaty, and $87 Million

VBR BankBanks are falling like autumn leaves. And without much noise, perhaps just a slight rustle. The rustle of money being withdrawn from Ukraine. The scheme is simple. The NBU pesters a bank with inspections, then installs a "curator" and drives it to bankruptcy. Then the Deposit Guarantee Fund steps in with the task of missing the deadline for invalidating the bank's decisions. And simultaneously, missing the deadline for enforcing anti-corruption legislation. The Ministry of Internal Affairs, the Security Service of Ukraine, and the Prosecutor General's Office are working in parallel, taking half the money for cover-ups and improper and untimely appeals to law enforcement agencies and the courts of other countries. The main goal of all these agencies is to miss the three-year deadline for declaring suspicion or filing a lawsuit against the owners. The scheme is successful. The money evaporates. Interestingly, this includes the NBU's enormous loans to the subsequently "problem banks."

Here's just one story in the documents. It concerns Delta Bank and its Chair of the Board of Directors, Elena Popova, a little-known bank employee, Alexei Sukovaty, Main Bank, and 87 million rubles in "lost money."
