On November 20, the Northern Territorial Housing and Maintenance Department of the Ministry of Defense of Ukraine, following a tender, signed an agreement with Vasyl Petrovich Gavrilyuk, a private enterprise, to build barracks in the city of Hlukhiv, Sumy Oblast. The project cost was UAH 20,59 million, according to the "Vestnik Goszakupok" (Procurement Bulletin).
According to the project, the first phase of the barracks will be completed by the end of 2016. Topaz LLC, which competed in the tender, offered a price 13% lower and a six-month deadline. However, the winner promised to complete the work in three months, which proved decisive.
Interestingly, Gavrilyuk previously ran for the Novohrad-Volynskyi City Council as a member of the Petro Poroshenko Bloc. His name is also linked to the former head of the city executive committee's housing and utilities department, Heorhiy Yuzko. Together, they own the Krot Construction Company LLC, which has repeatedly received contracts from the Ministry of Defense worth over 18 million hryvnias.
