KYIVPASTRANS. In Kyiv, the city budget was hit by a new tram, costing 2,5 million hryvnias.

PasstransOn July 10, 2015, following a tender held on June 22, 2015, the Kyivpastrans public utility accepted the bid of the Joint Ukrainian-German Venture Electrontrans LLC for the purchase of seven trams. The price of the trams was UAH 183,750,000.00.

Three companies participated in the competitive bidding: Electrontrans, a joint Ukrainian-German venture, Kryukov Carriage Works, and Tatra-Yug. Tatra-Yug offered the lowest price of UAH 181,218,240.00, which was UAH 2,531,760.00 less than the winning bidder.

The customer cited the following reasons for rejecting the most cost-effective proposal: for example, the document register was not compiled on company letterhead and did not contain a date and number; the order regarding the legitimacy of the director's appointment was questioned; the tender committee's opinion on the availability of employees with the appropriate qualifications did not confirm compliance with the qualification criteria; the tender committee's opinion on the financial statements also did not confirm the existence of financial feasibility; and copies of similar contracts were provided without specifications.

As follows from the above, the customer rejected the most cost-effective offer on formal grounds, thereby wasting 2,5 million hryvnias without any justification.

To prevent the loss of public funds, the Rule of Law public organization appealed to the competent authorities of Kyiv, as well as to the tender customer, demanding an investigation into the illegal actions of officials, the prosecution of those responsible, and the termination of the illegal contract.
