Kyiv authorities are reluctant to crack down on corrupt parking schemes.

The Kyiv municipal government claims to be combating illegal parking schemes. However, at a plenary session of the Kyiv City Council today, deputies announced that Vitali Klitschko's protégé, Magomedov, director of the Kyivtransparkservice enterprise, allegedly previously fired for bribery, continues to officially head the company. His deputy, Astakhov, had a previous conviction and was involved in corrupt parking schemes. Both were urged to be dismissed immediately.

Kyiv authorities' "new successes" in the fight against illegal parking became known in a statement from the Kyiv City State Administration press service.

"As part of a joint effort between law enforcement agencies, the Kyivtransparkservice municipal enterprise, and the city government, a review of permits for the use of land plots for parking is underway, the Kyiv City State Administration reported," the statement read.

This audit has already revealed that most entrepreneurs are willing to operate openly, transparently, and pay taxes, according to the Kyiv City State Administration. However, they add that "several parking attendants" who operated without contracts with Kyivtransparkservice were ordered by court orders to vacate the land they had occupied without permission.

They were also allegedly ordered to pay damages amounting to 100-150 hryvnia per plot, and criminal proceedings were initiated against them.

Such measures, of course, do not apply to Kyivtransparkservice itself, which is the number one violator of land use regulations in Kyiv.

"The fight against illegal parking is causing resistance from certain groups that have been collecting illegal cash for years, acting as so-called 'roofs' for entrepreneurs. Now they are trying to preserve the existing system by any means necessary and exploiting every opportunity to discredit our municipal enterprise. These attempts are doomed to failure," stated Igor Astakhov, Deputy Director of Kyivtransparkservice.

As KV has reported on numerous occasions, the Kyiv City State Administration under Vitali Klitschko is mostly just pretending to combat corruption in the parking sector.

As is well known, Murad Magomedov, whom Klitschko appointed as director of the Kyivpastrans municipal enterprise this summer, was caught taking a bribe, causing financial losses to the company, and, according to the Kyiv mayor, was ultimately fired. Following this, Igor Astakhov, deputy director of the Kyivtransparkservice municipal enterprise, is apparently now closely overseeing the capital's parking sector.

However, at today's plenary session of the Kyiv City Council, deputies announced that Murad Magomedov, in fact, continues to officially head the company, while his deputy, Astakhov, has a previous conviction, was involved in corrupt parking schemes, and must be dismissed immediately.

As a reminder, when Igor Astakhov, the current deputy director of the capital's main parking company, was a public activist, he claimed that the city budget was losing approximately 250 million hryvnias annually due to corruption in the parking sector. However, when he was hired by Kyivtransparkservice, his budget was drastically reduced to 100 million hryvnias.
