The Kyiv City State Administration (KCSA) plans to hold a tender to attract investors for the construction of residential buildings with social and cultural facilities (with a share of apartments allocated to those affected by the activities of the Elite-Center State Housing and Utilities Construction Company) at the intersection of Amurskaya and Sumskaya Streets in Kyiv's Holosiivskyi district.

According to the document, the contractor for the construction and preparatory work for the investment tender for the investment project at the intersection of Amurskaya and Sumskaya Streets in the Holosiivskyi district of Kyiv is the Kyiv Investment Agency.
This municipal enterprise must submit a petition to the city council for the allocation of a land plot in the specified area and formalize the right to use this land plot in accordance with legal requirements. The relevant structural divisions of the Kyiv City State Administration have been instructed to provide assistance.
The Kyiv City State Administration's standing competition committee for attracting investors to finance the construction, reconstruction, and restoration of non-residential properties, unfinished construction, and engineering and transport infrastructure in Kyiv has been tasked with conducting the competition to attract investors.
It should be noted that there are no clear deadlines yet for the tender and completion of construction. There is also no information on the estimated number of apartments that the long-since defrauded investors may receive as a result of the project.
As a reminder, the capital's latest project to provide apartments to defrauded investors in the Elite Center in Pozniaky failed due to a standoff with local residents who wanted to save Duck Lake from destruction.
Thus, the interests of the "elite" to whom the Kyiv City State Administration promised some apartments in the new building at the intersection of Zdolbunivska and Teplovozna Streets may not be met anytime soon.
Construction on this site is being carried out by the municipal enterprise Zhitloinvestbud-UKB, which received this land plot back in 2014. The director of the municipal enterprise Zhitloinvestbud-UKB and a Kyiv City Council deputy from the Solidarity faction Vyacheslav Nepop He claims the developer has all the necessary construction documents, has already paid 12 million hryvnias to the capital's budget for the land, and that depth surveys confirm the reservoir is not a lake.
As a reminder, on April 20, a meeting was held at the Kyiv City Council meeting between all parties to the conflict: the developer, local residents, and those affected by the Elita Center. The deputies suggest that allocating an alternative site to the Zhitloinvestbud-UKB municipal enterprise for the construction of the new building could resolve the issue.
Meanwhile, a construction dispute in Pozniaky has been raging for nearly two years. Local activists and environmentalists are opposing the construction of a 1276-apartment building on the site of Utynoye Lake. The conflict reached its climax when environmental activists began keeping watch to prevent equipment from accessing the future construction site, and representatives of the developer's side started a fight with local residents.
