The contract between the Kyiv City State Administration (KCSA) and this private joint-stock company expired on November 1, 2016, but despite this, the municipal enterprise Kyivkommunservis concluded two contracts with the “monopolists” on February 10, 2017 “…for services for the disposal of solid municipal waste (MSW) and bulky waste…”.
This is happening against the backdrop of Kyiv's authorities, represented by the Kyiv City State Administration, currently requisitioning all municipal property from Kyivspetstrans, including waste landfills. However, the transaction, worth almost 2,7 million hryvnias, exists, and was formalized through ProZorro. Moreover, the funds from the budget have already been disbursed, and the scope of services has been determined.
So, the document states the following: “… services for the burial of 30 thousand cubic meters of municipal solid waste (MSW) at landfill No. 5, located at the following address: Kyiv region, Pidhirtsi village, Obukhiv district, UAH 399,600. During the same period, Kyivspetstrans PJSC must dispose of 260 thousand cubic meters of bulky waste at landfill No. 6, which is located at the following address: Kyiv, Krasnoznamennaya Street, 94-96, for UAH 2,262,000.” And this procurement of services, by the way, was “pushed through” through the negotiation procedure, in accordance with paragraph 2, part 2, article 35 of the Law “On Public Procurement” — due to the lack of competition (including for technical reasons). In particular, Valeriy Gumanenko from the Batkivshchyna faction, a member of the Kyiv City Council Committee on Housing and Utilities and the Fuel and Energy Complex, expressed his opinion unequivocally: “It looks like this is some kind of ‘fixed deal’: Kyivkommunservis State Enterprise deliberately held this tender in order to somehow ‘master’ the money.”
For some reason, utility workers weren't bothered by the fact that Kyivspetstrans no longer has the right to manage landfills #5 and #6, nor by the fact that, according to previous reports, its employees "...squandered or stole, due to a lack of oversight by relevant city administration officials..." 44% of the Kyiv community's property, worth 18,8 million hryvnias. And according to Vitaliy Pavlik, a Kyiv City Council member from the Unity faction, these figures should be supplemented by at least another 13,6 million hryvnias in losses for the Kyiv territorial community. Furthermore, in October 2016, the relevant Kyiv City Council committee unequivocally refused to renew Kyivspetstrans's contract due to the multi-million-dollar debt for the use of the city community's property and its ineffective operation.
