Under the pretext of selling "social bread," the capital's bakery retail trade is being monopolized. Member of Parliament Natalia Novak (Petro Poroshenko Bloc faction) is convinced that the Kyiv City State Administration's promises to provide Kyiv residents with affordable bread are merely a desire to establish a new network of small architectural forms.

"The situation with Kyivkhlib's cheap bread kiosks is as simple as day – they're setting up their own kiosk network under the guise of caring for Kyiv's poor. A total of 200 kiosks are planned. This is no different from the situation with Azarov, when a network of kiosks from the Kulinichevsky Bread Factory, which was linked to his son, sprang up in Kyiv," the MP noted.
Novak also recalled that the owners of existing small architectural forms in the capital offered their services to the Kyiv authorities to sell cheap bread, but were refused. Meanwhile, Kyivkhlib kiosks will sell not only socially acceptable bread but also other products, since "these aren't just kiosks, but entire stores."
It's worth noting that the majority of Kyivkhlib PJSC shares are owned by foreign companies. According to the Agency for the Development of the Stock Market Infrastructure of Ukraine, by early 2015, 23,7% of the shares were owned by the Cypriot Azidium Limited, 19,9% each by the British Amo Capital Partners and Green Cliff Asset Management Ltd. 17,1% of the company was owned by Khlib Kyiva OJSC, with the remainder held by minority shareholders.
