The Ministry of Justice's key enterprise was run for 10 years by a corrupt official named Dobzhansky, who holds an Israeli passport.

The state-owned enterprise Derzhinformjust, which manages state registries, was headed for 10 years by Israeli citizen Vitaly Dobzhansky. When Dobzhansky's involvement in shady schemes was revealed, the official quietly fled Ukrainian justice in his adopted country.
Former government commissioner for anti-corruption policy Andriy Bohdan told Obozrevatel about this while commenting on corruption schemes at the State Informjust State Enterprise.

"There was a holy cow at the Ministry of Justice who did nothing, yet was loved by everyone. This was a certain Vitaly Dobzhansky, director of the state-owned enterprise Derzhinformjust, which was within the Ministry of Justice's sphere of influence," Bohdan said.
According to the former official, in 2013, an audit revealed the embezzlement of billions of hryvnias at the enterprise.
"An internal audit revealed accounting irregularities. Furthermore, it was established that Derzhinformjusti had artificially understated budget targets to show they had exceeded them, paid millions in bonuses, and minimized taxes through royalties," Bohdan reported.
"After the investigation, the director of Derzhinformjust, Vitaly Dobzhansky, was fired. The prosecutor's office opened a criminal case. And as soon as this happened, Dobzhansky flew to Israel. It turned out that for the past 10 years, the head of a state-owned enterprise subordinate to the Ministry of Justice had been an Israeli citizen," he stated.
"Everyone in the ministry knew this. And yet, he worked in the most dangerous area, being the second most important person in the Ministry of Justice after the minister," Bohdan emphasized.

"I have no ill will toward Israeli citizens; it's just that they are the only country in the world that does not extradite their citizens under any circumstances," the former anti-corruption activist explained.
"Meanwhile, three presidents awarded Dobzhansky the Order of Merit: Kuchma, Yushchenko, and Yanukovych. They did so with the motivation of long-term, fruitful work in the interests of the state... Knowing he's being stolen, they award him the Order of Merit. Why?!" Bohdan said indignantly.
Andriy Bohdan also revealed details of multi-million dollar shady schemes at the Derzhinformjust enterprise, in which, according to him, People's Deputy Yuriy Derevyanko is involved.
