PrivatBank, owned by oligarch Igor Kolomoisky, is blocking the transfer of Ukrtransnafta PJSC accounts to the state-owned company's new management.
This was stated in an appeal from PJSC Ukrtransnafta to the head of the National Bank, Valeria Gontareva, which was published on his Facebook page by the executive director of NJSC Naftogaz of Ukraine, Andriy Pasishnik.
"PJSC Ukrtransnafta is writing to you regarding a problematic situation that has arisen with the servicing of the company's current and deposit accounts opened with PJSC CB Privatbank," the statement reads.
As noted, Ukrtransnafta submitted to Privatbank a set of documents confirming changes in the company's management and a card with signature samples of Ukrtransnafta officials who have the right of first and second signature on payment documents.
"After reviewing the documents provided, the bank employee identified the Ukrtransnafta officials who had the right of first and second signature and accepted the documents without comment," the document states.
It is also noted that as of May 18, Ukrtransnafta has not received a single official written explanation from the financial institution regarding the reasons for the non-activation of new cards of PJSC Ukrtransnafta.
"At the same time, in an email to Ukrtransnafta, PJSC CB Privatbank stated a demand for the provision of personal data on individuals—the current acting chairman of the board, members of the board, and members of the supervisory board of Ukrtransnafta," the statement reads.
"This is despite the fact that the current acting chairman of the board, Roman Sydorak, has already been duly identified, and from Ukrtransnafta's statutory documents and the extract from the Unified State Register of Legal Entities and Individuals, which was provided to the bank, it is clear that the members of the supervisory board act in the interests of NJSC Naftogaz of Ukraine," the document states.
As noted, such actions by PrivatBank, starting from May 8, 2015, make it impossible to carry out settlements and completely blocked the economic activities of Ukrtransnafta.
Furthermore, the bank's actions have created an additional real threat to Ukrtransnafta's ability to transfer UAH 50 million in oil transportation royalties to the state budget, as well as to make timely wage payments to more than 4 employees across all regions of Ukraine.
The appeal also notes that the illegal actions of PJSC PrivatBank artificially impede the use of the company's funds, which were temporarily placed in deposit accounts opened with PrivatBank.
