By decision No. 6949-VI of the Odessa City Council dated September 10, 2015 (https://omr.gov.ua/ru/acts/council/75190/), approval was granted for the development of another detailed site plan, which envisages construction at the 8th station of Bolshoy Fontan, located at 12-A Novoberegovaya Street. This time, Dumskaya Street officials, in conjunction with developers, want to place two buildings, 26 and 32 stories high, respectively, right in the middle of the private sector.
Interestingly, this bright idea didn't occur to city officials spontaneously, but rather at the instigation of the notorious BUDOVA company. The mayor's office wasn't even fazed by the fact that the Odessa Regional Prosecutor's Office filed a lawsuit challenging the City Council's decision to allocate the land plot to TAU, the private enterprise on which this dubious construction is planned (https://www.reporter.com.ua/news/eay870/). Thus, while the Odessa Regional Prosecutor's Office, acting on behalf of the city council, is attempting to prevent high-rise construction in the middle of a private sector, the city council is doing everything it can to develop the private sector contrary to the law and the opinions of local residents.
Local residents are categorically outraged by the development, as this construction will lead to catastrophic consequences, including enormous pressure on the slopes, disruption of the already weak infrastructure in the area, and a rise in groundwater levels. Particularly pressing is the issue of slope reinforcement, which none of the developers building in the area are willing to address.
Disagreeing with this decision, district residents appealed to the Primorsky Court to declare the City Council's actions unlawful and to overturn the corresponding session decisions. In a rare move, the Primorsky Court (Judge T.S. Kravchuk) sided with the residents and blocked the City Council from approving the dubious detailed site plan. However, recognizing the disconcerting illegality of this construction, BUDOVA Company subjected the judge to unprecedented harassment and censure. Up to a dozen articles aimed at discrediting the judge were leaked online, with the aim of intimidating judges into making illegal decisions in favor of the developer. At the same time, BUDOVA Company is attempting to overturn the aforementioned arrest through the Odessa Administrative Court of Appeal. Apparently, BUDOVA Company was able to "convince" the appellate judges of the need to overturn this ban, as the appeal was scheduled only five days after the court received the complaint. Anyone who has dealt with the Odesa Administrative Court of Appeal knows that it can take years to hear cases, but this kind of speed is alarming. Particularly noteworthy is the fact that Appeal Court Judge Tanasoglo T.M. attempted to review the appeals of BUDOVA and the Odesa City Council without even bothering to serve the appeals on the parties, which in itself gives cause for concern.
It's clear from this that BUDOVA plans to silence local residents through corrupt courts in order to build yet another building, while the mayor's office, instead of fulfilling its direct responsibilities, is effectively handing over chunks of land to builders regardless.
Essentially, the BUDOVA company is trying to collaborate with the mayor's office to build yet another concrete monument on the coast, without much thought to the consequences. And really, who cares what the consequences are? The main thing is to sell the apartments, and the rest is as good as gone! Meanwhile, the city government has made it a rule to ignore residents' opinions in favor of its own selfish interests. After all, while someone's offshore accounts are growing, the city is turning into a concrete waste dump. Another five years of such construction will turn Odessa into an architectural dump, and no one but the residents themselves will do anything to preserve the city's appearance for future generations.
