The Main Investigative Department of the Ministry of Internal Affairs is conducting a pre-trial investigation in a criminal case under Part 1 of Article 382 of the Criminal Code of Ukraine, "Intentional failure by an official to comply with a court judgment, decision, ruling, or order that has entered into legal force, or obstruction of their execution." This investigation is being conducted due to the fact that PrikarpatZapadtrans, despite a court injunction, continues to siphon diesel fuel from the Samara-Zapadnoye-Grozny-Armavir-Trudovaya pipeline, which runs through Ukraine.
This pipeline is guarded by the private security firm Rikonna, which is owned by MP Igor Yeremeyev, the owner of the WOG gas station chain and the Continuum Group. The guards are taking every measure to prevent law enforcement from accessing the pipeline's control points, thereby hindering investigative actions.
Law enforcement agencies received a written explanation from the head of the security department of Rikkona LLC, Yaroslav Vasilievich Goyzan, who explained that as of 13:00 on December 26, 2014, the transportation of petroleum products to PrikarpatZapadtrans in the direction of Hungary was not taking place.
However, it is now reliably known that unauthorized volumes of diesel fuel are being diverted from oil pipelines toward Hungary, as evidenced by installed meters. According to law enforcement agencies, on December 29, 2014, the transportation of petroleum products was stopped due to technical issues, with the meter reading: +2487775503—a difference of 12446543 kg.
Furthermore, open sources indicate that PrikarpatZapadtrans has already replaced industrial diesel fuel. This was also confirmed by the chairman of the Russian corporation Transnefteproduct, of which the Ukrainian company PrikarpatZapadtrans is a subsidiary.
According to him, about 17 thousand tons of oil products have already been “squeezed” in the direction of Hungary.
On December 26, 2014, the state executive service of the Rivne city department of justice opened enforcement proceedings and on December 29, 2014, the order was handed to an official of the state enterprise "PrikarpatZapadtrans".
