On November 24, the Capital Construction Department of the Ministry of Regional Development, Construction, and Housing and Public Utilities signed an agreement with SPR-Group LLC for the construction of a sewer system in the village of Baryshivka in the Kyiv region. The contract amounted to UAH 31,68 million, according to the Public Procurement Bulletin.
Moreover, this amount is used for additional financing. SPR-Group won the tender back in 2012, but installation of the automation, access control, video surveillance, and power supply systems remains unfinished. In 2014, the design documentation was revised, increasing the cost to 68,08 million hryvnias. Considering that the project was built using SPR-Group technologies and imported equipment, the contractor was not changed.
The project itself is expected to be completed by the end of the year, with funding coming from the state budget. Interestingly, the company's owners are listed as Serhiy Belous and Ruslan Khariv. Khariv's business partners include former deputy head of the Security Service of Ukraine (SBU), Yuriy Vandin, and Igor Maryinkov, a known witness in the Yulia Tymoshenko case.
Furthermore, it was revealed that SPR-Group purchased water purification equipment and other machinery from the Polish company Teria Energy, which is owned by Yaroslav Bera and Yaroslav Gornyak. Bera was previously an advisor to the chairman of the board of Radical Bank, which is associated with former President Viktor Yanukovych.
It should also be noted that SPR-Group held accounts at the same Radical Bank, but when attempting to withdraw funds, the bank did not return them, and later transferred them to the offshore company Las Commerce Ltd. in Belize (Africa).
