Last week, on November 5, the Kherson Regional Council's capital construction utility signed a contract with Altis-Construction LLC. The contractor was tasked with restoring the taxiway and apron surfaces at Kherson Airport. The cost of the work was estimated at 75,2 million hryvnias, according to the State Procurement Bulletin.
The plan is to restore the pavement over an area of 3,6 square kilometers on Runway 1 and 104 square kilometers on Runway 3. In addition, 58 square meters of the apron will be restored.
It's worth noting that Altis Construction is owned by offshore companies based in Cyprus. The company's authorized capital is only 350 hryvnias, and the ultimate beneficiaries of the company and the offshore companies Altis Holding Limited and Garikhan Investments Limited are not disclosed.
Maxim Zabigaylo runs the company. He is also the director of Altis Holding, a corporation owned by the renowned developer Alexander Glimbovsky. Interestingly, Glimbovsky's daughter is the wife of Roman Nasirov, head of the State Fiscal Service, who has been embroiled in numerous corruption scandals. One of them is the exorbitantly priced London apartment listed as the contact address for Nasirov and Glimbovsky. The apartment is located at 5 City Tower, 3 Limeharbour.
Nasirov's wife also heads the British company Altis Ltd., whose secretary is the brother of the head of the State Fiscal Service.
Altis-Construction's only competitor was Aerorembud LLC, which, judging by a number of facts, is a shell company. Judge for yourself: the company was registered in Kyiv in 2013 by Vitaly Lipovenko, Volodymyr Moroz, Leonid Rybak, and Anatoliy Sokolyuk. Each contributed 25 kopecks to the authorized capital, bringing its total to... one hryvnia. This company had never previously received any government contracts.
