Corruption schemes in science: Who is Natalia Nikolaevna Onishchenko?

For over a month now, the Ukrainian public has been trying to influence the corruption occurring in the highest echelons of power.

It has become known that some officials of the Ministry of Education and Science of Ukraine are engaged in covering up and protecting Natalia Nikolaevna Onishchenko, an academician of the National Academy of Legal Sciences of Ukraine and the "pride" of the Ukrainian legal community.

As has become known from investigative materials conducted by dozens of independent public organizations from across Ukraine, Natalia Onishchenko, while simultaneously serving as the director of a private college, is engaged in open corruption within the walls of the Ministry of Education and Science of Ukraine. While holding a position of authority, as a member of the Ministry of Education and Science's expert council on legal issues, she systematically demands monetary compensation for assistance in awarding the academic degree of candidate or doctor of law. And if the financial incentive is denied, she creates every possible obstacle for individuals who have already defended their dissertation before a specialized academic council and are eligible to receive the diploma of candidate or doctor of law. While reviewing dissertations, Natalia Nikolaevna is biased against all scholars who refuse to pay in advance for a positive decision to be made by the dissertation council at the Ministry of Education and Science of Ukraine.

Dozens of public organizations appealed to senior government officials—the President of Ukraine, the Prime Minister of Ukraine, the Prosecutor General of Ukraine, the Minister of Education and Science of Ukraine, and other government agencies—asking them to respond to Natalia Onyshchenko's alleged corruption. However, as expected, no appropriate response followed. Natalia Onyshchenko remains in all her positions, including at the National Academy of Legal Sciences of Ukraine, continuing to engage in extortion and provoking outrage among ordinary citizens.

The National Academy of Legal Sciences of Ukraine is the highest scientific organization in Ukraine, and its membership has always included outstanding scholars who have made significant contributions to scholarship. However, the question now arises: how can a person who lacks high moral and professional qualities be a member of the National Academy of Legal Sciences of Ukraine? By what principles, then, are members of the National Academy of Legal Sciences of Ukraine elected? Ukrainian public organizations and their activists will not ignore this situation and will continue to appeal to senior government officials until they receive concrete, decisive action. If such action is not forthcoming, they intend to demand her removal from the National Academy of Legal Sciences of Ukraine. Activists from public organizations intend to resolutely defend their position and are prepared to hold rallies and pickets outside government buildings to stop this lawless extortion of fees for conferring academic degrees.

More than ten public organizations conducted anonymous investigations into corruption organized by Natalia Nikolaevna. They sent letters containing complete and reliable information confirming Academician N.N. Onishchenko's involvement in corruption schemes, as well as other violations of current Ukrainian legislation, including the Law of Ukraine "On Copyright and Related Rights." It was discovered that N.N. Onishchenko is not the author of all her academic papers, but, using her official position and administrative resources, "commissions" papers from employees of the V.M. Koretsky Institute of State and Law of the National Academy of Sciences of Ukraine.

Civil society organizations from across Ukraine have appealed to the President of Ukraine, the Prime Minister, the Speaker of the Verkhovna Rada of Ukraine, as well as the Ministry of Education and Science and the Ministry of Justice. Unfortunately, the authorities are failing to respond to this situation, completely ignoring the serious violations of the law. Not only is N.N. Onishchenko denigrating his status as a Ukrainian academic and scholar, but he is also damaging the reputation of the National Academy of Legal Sciences of Ukraine and the Ministry of Education and Science of Ukraine.

Unfortunately, our government can only talk about defeating corruption and claiming that "it works," but the facts prove otherwise. The Ukrainian public is once again outraged by the inaction of the Ukrainian government and is asking for the immediate consideration of the appeals of public organizations on this issue.

When it comes to the most serious violations of the law and the damage to the reputation of state institutions, government officials must not remain on the sidelines; they are obligated to closely cooperate and assist in every way possible in restoring justice, based on the letter of the law.

Natalia Nikolaevna Onishchenko was born on October 3, 1956 in Kyiv. In 1979 she graduated from the Taras Shevchenko National University of Kyiv (now the Taras Shevchenko National University of Kyiv). Since 1979 she has been working at the V.M. Koretsky Institute of State and Law of the National Academy of Sciences of Ukraine, where she held the positions of research intern, junior research fellow, research fellow, and senior research fellow (1979-2003). From 2003 to 2006 - leading research fellow, and from 2006 to the present - head of the department of the theory of state and law. The only representative on the expert council of the Ministry of Education and Science of Ukraine in the specialty "Theory and history of state and law; history of political and legal doctrines" 12.00.01.

The official biography of N.M. Onishchenko is presented above, but she carefully conceals her true biography, as well as her main sources of income and corrupt connections. In addition to her work at the Ministry, Natalia Onishchenko heads a private higher education institution, the Alsko Political and Legal College, which resembles a business entity more than an educational institution. In violation of education law, the college's official website contains no information about its administrative or financial activities, nor are any founding documents available. Cases of blatant extortion are also common, with college management demanding additional payments from students and their parents beyond the tuition fees.

The moral integrity of this Ministry employee also raises many questions. There is evidence that N.M. Onishchenko abuses alcohol, and photographs of her in an unflattering manner have repeatedly appeared online.

And while people like Natalia Onishchenko continue to decide who in our country can become a candidate or doctor of science, and for what amount, there can be no talk of positive changes in our country.
