Poltorok, including people who are hopeful about the rise of old problems due to the ministry purchasing necessary goods to provide for the army.
Everyone remembers well how “effectively that Shvidko” the defense department was elected by the people of Koshti for the needs of the Ukrainian army. Wanting, I know, to purchase everything necessary for the ATO fighters, officials from the epaulets were not able to do so.
As evidence shows, changing the department’s kernel does not in any way solve the department’s problems, especially in the situation with tender purchases. And all that is necessary for corruption schemes to be considered on par with the lowly official of the ministry.
Therefore, while the minister is thinking about global problems, the reform and defense industry has prompted him to quietly and quickly remove the tax on trades carried out by the ministry.
Let's highlight the butt of such budget cuts - the purchase of medical equipment by the military medical department of the Ministry of Defense (MO). People may think that officials would not dare to make money on the health of military personnel, but in reality, it is precisely in the field of medicine that officials of the Moscow Region are demanding the most money.
As it became known, the military medical department of the Moscow Region, together with Andronatiy Vitaly Borisovich, planned to purchase medical equipment worth more than 30 million hryvnia. And everything would be fine if only the technical specifications were not written in such a way that only one specific model of a specific generator could match the specified parameters. Moreover, they plan to carry out the procurement procedure itself as a purchase from one participant, taking into account the presence of competition. And despite the fact that there are more than a hundred manufacturers of various medical products on the Ukrainian market, and companies that sell products and even more. It’s a matter of nutrition and whether with so many trading companies, only one can supply the goods at the most favorable price for the state? Is the military-medical department efficient in analyzing the market of medical goods? It is doubtful that no one out of a large number of distributors of medical equipment has submitted their version of equipment to the Department of the Ministry of Defense. Why is that one participant so special that he so invested the military-medical department of V. Andronatiy in such a way that he gave away the entire budget of one company?
For the personal interest of V. Andronatia, the procurement specifies not only the type of tender procedure, but also the technical specification parameters. So, according to the words of the department head, the technical parameters were compiled by the doctors, and then he clicked on such items as “the weight of the device is not more than 50 kg”, “there is a Russian-language koristuvach menu”, “the size is not more than 20/8/4 cm" and "the energy consumption of the device is no more than 300 V." It is the nutrition that is to blame, in what way did the doctors determine the exact characteristics of the device, which itself is no more than 50 kg and no more than specific overall dimensions? And even if the device weighs 51 kg, the doctors will not be able to work with it, because the doctor’s menu will be Ukrainian? And why were such unsuitable characteristics for medical robots included before the technical specification of the tender documentation? The answer is simple: passing the tender requires only the specific ownership of a specific winemaker, otherwise V. Andronatiy does not take away that much-needed claim.
Now let's get specific:
1) The parameters of a high-class patient monitor, as indicated in the medical and technical regulations, clearly indicate the specific device that is owned, the Philips patient monitor, model IntelliVue MP50, and itself: 6-line oxycardiorespirogram (OXYCRG), availability of a port for connecting the defibrillator synchronization cable. With such design features and parameters, in our medical equipment market, the equipment of the Philips company (USA) is unsuitable.
This order, which has been introduced, confirms the fact of violation of the rules for conducting competitive bidding and the advance in the development of medical and technical difficulties, which makes the process of legal participation of other participants categorically impossible
2) The parameters of the patient monitor, as indicated in the medical and technical documentation, clearly indicate the specific device of the owner, the patient monitor of the MINDRAY company, model Passport V, and itself: another millimeter grids, the ability to select colors for displaying curves and related parameters, no less than 16 colors, the ability to add more curves for a detailed look in the next window, changing a necessary parameter out of the middle of the touch display. With such design features and parameters, in our medical equipment market, the equipment of the MINDRAY company (USA) is unsuitable.
Again, this information confirms the fact of violation of the rules for conducting competitive bidding and the preemption of medical and technical difficulties, which categorically impede the process of legal participation of other participants.
3) The parameters of the portable ShVL device with an oxygen support module on a portable platform, which is determined by medical and technical authorities for participation in competitive bidding, clearly indicate the specific model of the WEINMANN (Nimecchina) generator, the MEDUMAT Standard model Oxygen module, for oxygen therapy.
This is confirmed by the modular structure of the portable ShVL system, built on a portable platform, and itself: a maintenance-free 3,6 V lithium battery; 5,2 A, control over the hour with an interchangeable vice and constant volume. With such design features and parameters, in our medical equipment market, the equipment of the company WEINMANN (Nimecchina) is unsuitable.
And this finding confirms the fact of violation of the rules for conducting competitive bidding and the advance in the development of medical and technical difficulties, which categorically impedes the process of legal participation of other participants
4) The parameters of the resuscitation system with a portable ShVL device, a defibrillator monitor and a oxygen support module on one platform, which is indicated by medical and technical assistance for participation in competitive bidding, are clearly indicated on a specific model of the WEINMANN (Nimechchina) generator, the MEDUCORE Standard model with the MEDUMAT Easy CPR ShVL module.
This is confirmed by the modular structure of the resuscitation system with a portable ShVL device, a defibrillator, a monitor and a oxygen support module built on a portable platform, and itself: an hour of ECG analysis 8 sec, surface area electrodes – 86 cm2 (adults), CPR mode (CPR) with voice prompts in Russian language, metronome, primus inhalation. With such design features, the company WEINMANN (Nimechchina) is ineffective in our medical market.
And this type of situation is also significant, confirming the fact of violation of the rules for conducting competitive bidding and the preemption of medical and technical difficulties, which categorically impede the process of legal participation of other participants.
There is an equal table of equipment, where the technical specifications are written down and its performance is equal to that of other manufacturers. Importantly, during this transition, it is possible to develop a concept in which the technical specifications are fully registered under the ownership, which will only be supplied by one specific company - TOV “KSENKO”.
The worst thing about this situation is that the military medical department will hold auctions according to the negotiation procedure, and the community still does not know what the Ministry of Defense actually bought there: what is the essence of that Chinese ownership, how many pennies will be paid for this, and how many people will be willing to help heal our military...
And now, of course, the company “KSENKO” itself is in trouble, then in the past, it “came to light” from criminal involvement through the supply of low-acid Chinese to one of the Donetsk doctors (and the company itself is Donetsk). possession, which was seen as a cost to the foreigner, which caused significant turmoil for the state.
There is an equal table of ownership, which shows the technical specifications and its quality is equal to that of other manufacturers.
