The name of Arayik Amirkhanyan first became known to the public at the end of 2015. And yet, in 2020, the head of Ukravtodor called Amirkhanyan the main tender troll of the country, writes Facenews.
1st April 2019 until the office of the current head of Odessky Ukravtodor Oleg Varivodi, all the disconnected people escaped. Threatening a threat, they wanted to transfer 100 million UAH to their company*. When you look at the date of that place, you might think that this is a cruel joke or a hot one. Ale no, everything is in order.
Before Varivodi arrived at the “road” stakes, businessman Arayik Amirkhanyan – at that time, as a representative of the development company Poltavabudtsentr, with a group of support, verified the history from the ship register.
Today’s long holiday for the highway in Odessa, Varivoda confirms: this is what happened. “Having received pennies for what I was given, I will pay for the contract on the M-15 Odessa-Reni highway,” he explains. – They often victorious to the robot, but the agreement was transferred to the robot complex. We were rightly asked to finish, and they insisted that they wanted partial payment already.”
Amirkhanyan asked the intercessor Varivodi and two more assistants in his office until the payment was made. It is unknown how everything would have ended, as if the “negotiation” had not handed over to the special police department KORD, which had caught Amirkhanyan and the support group. The police recovered knives and traumatic guns from the group.
The next day, Amirkhanyan was suspected of committing criminal offences. Ale vin lost his freedom: the court released him on special charges.
Less than three months later – 19th chern – Amirkhanyan effectively reached the appointment of the Antimonopoly Committee. The AMCU itself looked at the right about the company Dorlider and Poltavabudtsentr (which is related to Amirkhanyan) on 17 tenders and praised the decision about the fine of 15,6 million UAH.
Then they tried something else - now the SBU. The SBU called him for suspicion of financial collapse of the constitutional order, and also of Volodin with someone else's mine on a particularly large scale.
Ale and this did not stop Araik. Through the river, near the river 2020, we have made several attempts to “take by storm” the Ukravtodor near Kiev and break through to the dignified head of Oleksandr Kubrakov. Amirkhanyan and two other young men were detained by the state guard.
For the rest of the month, nothing was reported about Amirkhanyan. Until now, the SBU has not reported the suspicion to the ruler of the great border of the budgetary companies, which is called by the government's budgetary funds. LIGA.net explained how Amirkhanyan gained and lost the status of one of the largest drivers on the “road” market of Ukraine and why, despite the number of criminal cases, he was once again exposed to liability.

The name of Arayik Amirkhanyan first became known to the public at the end of 2015. The current Minister of Infrastructure Andriy Pivovarsky reported that the head of the Ukravtodor Andriy Batishchev was brutally beaten in front of the government office. Until then, over two dozen people rushed to the head of the Mykolayiv Administration for Road Transport, trying to sign an act on Vikonian work from Dorlider.
Amirkhanyan confirmed to the Mykolayiv ZMI that he himself, having come to Batishchev, but having changed the situation at the advisory office, the remains of his company did not pay over 5 million UAH, and the official of Ukravtodor himself attacked him.
LIGA.net has made dozens of attempts to get in touch with a businessman, but they don’t respond every time they call. The basis of his public position is to ensure that work on the road market is discriminatory and registered under specific companies, and he fights for equal access to road traffic.
A lot of road workers knew Amirkhanyan well before 2015.

Until the end of 2021, this 39-year-old businessman is absent from the middle of the government of the life-support company. According to the Ministry of Justice register, Arayik Amirkhanyan has appointed the ruler of the farming state "Karina" and LLC "Transbudoilservice" (do not take part in road tenders).
LIGA.net reporters in the AMCU, Ukravtodor and among law enforcement officials are looking at what Amirkhanyan’s business empire looks like. These companies were founded at various times by Arayik Amirkhanyan and his relatives, and they support the pressure of the ruler's capital. The media should give them the name “Araika group”.
Road companies that could reach the Amirkhanyan group at different times
Most of the companies from this period are still registered at zero. They began to turn the respect of journalists on the cob of ten rocks. “During the hours of Yanukovych, Amirkhanyan became fashionable - his companies tendered for billionaire contracts and began to appear on the right about the word,” says Yuriy Nikolov, editor of the magazine “Our Pennies,” which specializes in analysis of state purchases.
For example, in 2012-2017, the Dorlider group of companies, associated with Amirkhanyan, took over UAH 3,3 billion in road contracts, half of which were in the Odessa region. Rashta - in the Kherson region, Mykolayiv region, Odessa region and Bukovina.
Ukrainian Forbes in 2013 named the businessman one of the largest contractors of Ukravtodor.
Another company – “Poltavabudtsentr” – in 2018 lost up to the top 5 road repairmen through the Prozorro auction and took away from the state a maximum of 2,5 billion UAH.
Come on, wait and agree
“In 2015-2016, Araiq entered tenders, giving a price that was 30% less, winning. The agreement has been signed, the state wants to build a road, but it is not concluding anything,” explains the LIGA.net spy service from the Office of the President, who is well acquainted with the specifics of the roadway.
The next stage is the signing of an additional agreement, which compensates for the “discount” of obligations.
For a trouble-free signing of the “add-on”, a loyal head of the local motorway is required. “It was important for Araiku to take a hundred days off from any service in the city. The service could change the benefits before trading, subscribing them to one or another company,” explains the LIGA.net website, which is now one hundred years away from the “Great Life” program.
Approximately the same is revealed by the ekskerivnik of one of the regional highways. “All the stories, if you have come from the military guards to the goals of highways in the regions, come down to one thing: sign an additional agreement with me. Those that I spent at the auction will be returned to me through an additional agreement,” explains a spy agent on the condition of anonymity.

There is another version: the highways accepted payments to Amirkhanyan, drawing on a new standard withdrawal, but they did not want to pay again.

According to Nikolov’s words, the equipment is great, as the work of the service officer in Mykolayiv region Andriy Maksimenok ended. In 2019, fate itself complained to the newly elected President Zelensky about the lack of funds for normal work. And the current head of the AMCU, Yuriy Terentyev, who was also present, enlightened Zelensky that tender procedures in the area of \u200b\u200bconstruction are prescribed in such a way that “his” contractor wins.
If you want to save 5% - coming with your brothers
A month later, Maksimenok was investigated by NABU detectives, who finally recovered swag from UAH 2,24 million from Amirkhanyan’s Poltavabudtsentr. The NABU video shows that 7% of the sum was withdrawn to pay for the repair of a section of the N-11 road. І they released an official from his counterparty from Poltavabudtsentr, “returning to NABU with a statement about the corruption scandal.” Investigators observed Maksimenko’s dialogue with, apparently, his colleague Amirkhanyan.
From the king to the troll
The sickle 2020 has a rocky head for Ukravtodor Oleksandr Kubrakov in an interview with LIGA.net, calling Amirkhanyan the main tender troll of the country: saying that companies in his orbit will not discredit procedures throughout the country, but nowhere get ready to practice.
Evidence: “Tender trolls” are companies that block tender procedures in the scarcity system. Often such companies do not plan to take part in the auction, but simply “get on the nerves” of other participants or blackmail them.
From the data of Ukravtodor, which the government company sent to LIGA.net, it appears that on the 18th of April 2020, companies from Amirkhanyan’s orbit submitted a large amount of skin money (78 out of 420 in total) for 45 billion UAH – at 33% from all blocked contracts in the regions at the end of 2020.
Until recently, Amirkhanyan’s companies had a lot of success, says Nikolov. “A classic butt for business as usual in Ukrainian: Amirkhanyan’s company could have taken the money, not died until the end and abandoned the road at the remaining stages,” as he said.
At what point did the road king begin to pretend to be a troll? A few LIGA.net spivs are called the beginning of a change in Amirkhanyan’s strategy for 2017. Soon after, the procurement system Prozorro began to operate, tender rules changed, and it became important to have a stable business with additional benefits. But Amirkhanyan did not ruin himself, even though he was not the first to “hack” Prozorro on a large scale.
“Araik formed a team of lawyers who were not giving a living to the contractors,” says Nikolov. “Also, this activity here was also korisnoy,” Ukravtodor instructed, “don’t sin” with sharpening (specially prescribed conditions that prohibit admission to tenders. – Ed.), so that they would assign a function to the staff of sanitation workers fox."
Amirkhanyan’s company could have siphoned off the money, not completed the work until the end, and abandoned the road at the remaining stages.
In the spring the Kubrakovs called Our Pennies, the GO “Anti-Trust League” and the All-Ukrainian Road Association (VDA) “close to Amirkhanyan.” The organizations filed a lawsuit against Ukravtodor.
“He has a lot of legal skills and a legally literate team, which understands all the procedures and procurement issues well. This is definitely not amateurism,” Oleksandr Kubrakov, head of the Ukravtodor, confirms in an interview with LIGA.net.
How does this work? “This is a very simple scheme: those that you can earn yourself are robish. If you can’t, you go to tenders, dampen, put a spoke in the wheels in every possible way, so that those who really want to be asked: to sign up. [You then receive] 1-3% of the amount of the contract and issue the tender,” says Varivoda. Vin adds that this is not trolling for the sake of trolling, but a different way to make money.
What rank? Let's say it costs 2,5 billion UAH to build the road. For which the company has a large amount of equipment, a plant nearby, qualified workers and evidence, explains the spyrozmovnik from the OP: “Araik is submitted to the auction, he is being treated, submits skarga to the AMCU: “Why did they kill me, I respect them in all possible ways.” After all, as a tender of blocking with money, the average 9-12 month old has nothing to worry about on the road - this is important for everyday life,” the LIGA.net website reports.
“The service of Ukravtodor expands our company’s [information] so that we permanently block tenders without ending any road work. [...] we have to assert in the Antimonopoly Committee our legal right to participate in tenders, since the administration of Ukravtodor does not allow us to take part in auctions. Therefore, the myth about some kind of troll will soon be revealed,” Amirkhanyan reverted to her Instagram account.
KHRESTOVY PKHID AGAINST ARAIK
If you read the headlines of the news for the rest of the fate, it seems that the government is waging an uncompromising war with Amirkhanyan. Thus, for example, in 2017, the AMCU imposed a fine of UAH 37,75 million for tenders from the companies Dorlider, Pivdendortekh and Dorservice. They were also included in three places on the “black list” of enterprises that are prohibited from taking part in the auction. At the beginning of 2019, the AMCU again fined Dorlider and Poltavabudtsentr - a maximum of 16 million UAH.
Previously, you tried to attract Amirkhanyan to the SBU's confirmation. In 2016, a large number of witnesses identified BC "Dorlider" and PP "Dorlider" for transferring money to representatives of the terrorist organization "Donetsk People's Republic". The companies' assets were put under arrest, but before the end of the day the court imposed the arrest due to lack of evidence.
At the beginning of 2019, the SBU detained Amirkhanyan in the AMCU and made serious accusations. The businessman organized a “mechanism for the illegal transfer” of people from Ukraine to Russia through Crimea, and also illegally mined Ukrainian enterprises worth up to 20 million UAH. It’s no longer apparent that there is nothing wrong with the AMCU and 200 blocked tenders for over 20 billion UAH.
A month later, Amirkhanyan was free - he was at the outpost. Vin confirmed that he “became the object of mutual justice from the side of the old team at the SBU.”
On June 27, 2020, the SBU announced Amirkhanyan at the Rozshuk. “The place of origin” is Paris.
The cruel fate of 2021 has a new test - SBU investigators informed Amirkhanyan about the suspicion of the authorities about the misappropriation of 500 million UAH of budget funds. It also revealed that the shady accountant of the company Mikolaivbudtsentr was behind Amirkhanyan’s account, revealing swag of $10,000 to an official of the State Fiscal Service.
The company's involvement, before any of Amirkhanyan's hundred years, is open to nearly two dozen criminal offenses.
UNSINKABLE
If you just read the headlines, the government’s “crusade against Amirkhanyan” no longer looks so uncompromising.
According to the data of the analytical project CoST Ukraine, over the past two years, only three companies from Amirkhanyan’s point of view took part in 34 tenders for a total amount of 1,6 billion UAH (we don’t know what is trolling and what is real fate).
However, these data have a clear trend: the companies Mykolayivbudtsentr, Poltavabudtsentr, Granit-001 “switched” to the local level - in 92% of cases they took part in tenders that organized the regions administration, not highways.
“Amirkhanyan, without becoming a villain for the authorities,” asserts Nikolov from Our Pennies, “the local authorities in the choice of contractors often lie in the center and at regional tenders, those who are “not banned” by Ukravtodor still win.”
How did Amirkhanyan lose his freedom and continue his business despite dozens of criminal charges?
Five LIGA.net sponsors say the same thing in different words: it’s obvious to everyone.
“Your actions were not adequately assessed by law enforcement agencies,” - reconsideration of the Minister of Infrastructure (2016-2019) Volodymyr Omelyan.

“He definitely has some kind of constant support in the SBU,” Nikolov says. – One part of its structure searches, and the other part blocks. In addition, there are a lot of criminal cases that lie with the General Prosecutor’s Office.” In Nikolov’s opinion, Amirkhanyan’s activity is still visible to the so-called cartel - six great companies that took away most of the great contracts of Ukravtodor. By trolling Amirkhanyan, he “knocks out” the group’s competitors from bidding, the “cartelists” eliminate better tenders and then take companies from Amirkhanyan’s pool from subcontractors.
Amirkhanyan’s last post on Instagram dates back to November 13th. There is a war between Virmenia and Azerbaijan. Chernya Vin does not comment on the success of his business, although he often labels the accusations of the SBU as “inflated right-wingers” and tries to cover up his business.
What Araik’s protracted struggle means is still unclear. No one from his colleagues could predict how Amirkhanyan’s profit would end and what would happen to his business.
It is reported that more than a dozen participants in the road market - both those who take his company as subcontractors and those who may pretend to dislike him through trolling - have decided to withdraw from LIGA.net about Araik. Are the stars such a “monastery”? Perhaps, shop solidarity. And, perhaps, you know what to take from the characterization, having given Amirkhanyan Varivod, who was seen in the office for three years on the 1st quarter: “A person who never showed up: he’s a road worker and a bandit.”
