Very little is known about Vladimir Ruban. He presents himself as a colonel general, subordinate to Igor Smeshko. Filatov writes about him, saying that the Dnipropetrovsk state administration provides him with planes, and he organizes prisoner exchanges with representatives of the so-called DPR…
As the ATO is in its active phase, our country is forced to face new challenges. In particular, despite our official position refusing to negotiate with terrorist organizations, which many experts consider the Donetsk and Luhansk People's Republics to be, we are forced to negotiate with militants regarding the release of our service members and members of territorial defense battalions. The need to make certain concessions, such as the release of detained militants in exchange for our troops, is a necessary part of such a negotiation process, without which it appears completely impossible, reports Dossier.
Unfortunately, we must admit that a number of individuals, profiting from the misfortunes of others, have joined this process, pursuing their own agendas. In a calmer time, such individuals would not have been allowed within a cannon shot of solving serious problems. But now, due to the lack of such an opportunity, the state is ready to accept assistance from anyone who offers it. However, sometimes it's worth considering the potential negative consequences, as they can far outweigh the benefits.
Moreover, the real motives are usually hidden. For example, the head of the civilian organization "Officer Corps," retired Colonel General Vladimir Vladimirovich Ruban, has become involved in the prisoner exchange negotiations. Judging by the organization's name and military rank, he is a person deserving of respect. But only at first glance.
Because small inaccuracies give rise to major doubts. And the results of these doubts often breed fear. Fear for those whose fates this obscure individual has taken upon himself to decide. Let's start with the fact that Ruban V.V. never served in any Ukrainian security agencies. He successfully continued his service in the USSR Ministry of Defense in the Russian Ministry of Defense, from which he was discharged in 1992.
If so, then what kind of rank of colonel general are we talking about? In the Soviet Union, this rank was awarded to generals commanding strategic military districts (Kyiv or the Baltic Special Military District). But in the Russian Federation, where these districts no longer existed in 1992 due to the independence of the Baltic states and Ukraine, filling the corresponding position became even more difficult due to the absence of such a position. It turns out that he swore allegiance specifically to Russia.
Our attention was also drawn to his own statement, made on the Shuster-live program, regarding the fact that he could only discuss the issue of introducing martial law with his former boss, Igor Petrovich Smeshko.
Those familiar with Igor Smeshko's life know that he was awarded the rank of Colonel General in 2004, when he served as Chairman of the Security Council of Ukraine. After his dismissal from that position in 2005, Igor Smeshko did not serve in any military formations. But V.V. Ruban hadn't served in the military since 1992. So how could a full-fledged Colonel General report to a junior officer? The situation is pure fantasy.
Moreover, it turned out that V. Ruban never had any connection with Ukrainian security agencies. I wonder how Vladimir Vladimirovich reported to I. Smeshko? Perhaps through his Russian connections, for which military counterintelligence units investigated the latter in 2003? Although these are things of the past. But Ruban's monthly contacts with Russian security forces throughout this year are current affairs. And dubious.
Unfortunately, all of this could be forgotten if V. Ruban's work as a negotiator had been effective. But for unknown reasons, after his appearance in negotiations regarding the exchange of Ukrainian captive pilot N. Savchenko, the latter was urgently transported to Russia and placed in custody in the Voronezh pretrial detention center. Officials from the Ministry of Internal Affairs, Security Service, and Defense Ministry of Ukraine, authorized to conduct negotiations and prisoner exchanges, also refuse to deal with the infamous Colonel General of who knows what, or, more likely, simply a dishonest PR man.
So, dear citizens, if you want to get on TV, contact V. Ruban. But if you really want to rescue your loved ones, seek out more competent people.
