Based on the investigative materials, it was established that the planters of the DP DGZP "Spetstekhnoeksport" are becoming increasingly active in the process of winning a number of new economic contracts for the supply of components for military equipment. the accumulation of obviously untruthful documents about the lack of services assigned to the government contributed to the losses of the said DP on particularly large scales.
The director of the DP DGZP "Spetstekhnoeksport" Pavlo Barbul - as the organizer, the director's manager P. Fedoruk and the head of the contract department No. 1 of the enterprise D. Panasenko - as the Vikonavi are suspected of carrying out these activities.
As an agent and for consulting services, Barbul Pavel was re-insured for the offshore investment of the company, which is located in the United Arab Emirates, amounting to 610 thousand dollars in 2016. Tsikavo, the de facto leader of the company is D. Panasenko, Barbul’s assistant at Spetstechnoexport. The assets were reinsured for the provision of services for the establishment and support of the external economic contract No. STE-1-228-K/KE12 dated 04/09/2014.
The contract between the Ukrainian defense DP and the subsidiary of the Indian company “Hindustan Aeronautics Limited” for the supply of girder trims to the SU flight deck - 30 MKI for a larger total amount less than 10 million dollars. Apparently, before the registration documents, the company that reinsured the assets, brought from Ukraine, was registered later than the date of the contract!

It is also clear that Barbul systematically transfers half of the dried fruits to Gladkovsky, seized as a result of the acquisition of agent wines to the city of intermediaries from external economic contacts. Barbul himself “earns” little from the assigned money - he gives another 20% to the general director of the Ukroboronprom subsidiary R. Romanov and his defender D. Gurak.
In addition, Pavlo Barbul annually transfers approximately 100-150 thousand US dollars to O. Gladkovsky for his so-called committee activity. NABU detectives sent an inquiry to the Indian company “Hindustan Aeronautics Limited” in Bangalore, who are likely to be agents (intermediaries) in the contract, in which the government was victorious. It should be noted that Indian legislation strictly protects any agency (middleman) activity in the sphere of state defense procurement. Therefore, the guaranteed report from the Indian side will be yet another confirmation of the malign activity of certain officials of “Ukroboronprom”.
