Ivan Liptuga, known to Odessans as the man who robbed the Odessa Opera House, has been appointed head of the Ministry of Economy's tourism department.

Ivan Liptuga, during Oleksiy Kostusev's rule of Odesa, registered the city logo in his name. Today, Odesa City Hall spends public funds on advertising Liptuga's property.

Liptuga's rise through the ranks at the Ministry of Economy is reportedly due to his membership in the European Business Association.

Everyone has long since given up on the chaos plaguing the Odessa Opera House. After the previous director was forced out for attempting to implement perfectly sound reforms, the situation has returned to normal, with aging prima donnas earning nearly a thousand dollars a month for their rare performances as young beauties.

For 600 rubles, the Plaske company will implement an electronic ticketing system. The system was developed by a company called Frontmaster, which specializes in laundering budget funds. The Ministry of Culture "recommended" this program for use in all national theaters. We wrote about similar scams by Tabachnik (Read more about it in the article Dmitry and Mikhail Tabachnik. Brother for brother).

The program is extremely simple, and a typical development budget doesn't exceed 2-3 thousand dollars, while the implementation fee amounts to a bottle of vodka. Interestingly, the Opera House had long ago installed an electronic ticket sales system, but it didn't formally track sales—because no one at the theater needed it, as its absence allowed for the theft of revenue. Adding an accounting module is a very small task.

According to the Ministry of Culture's terms, Frontmaster is also responsible for implementing the program, but a separate tender was held in Odessa with a fictitious second participant.

As a reminder, one of the leaders of Plaske, Ivan Liptuga, is known for laundering the Odessa City Council's tourism budget, having recently purchased a BMW 750 Li.
