Kyiv General Plan 2025 lobbyist Dmitry Isaenko, while allegedly participating in the ATO, apparently vacationed in Cuba.

Verkhovna Rada deputies forced Deputy Minister of Regional Development and Construction Dmytro Isaenko to renounce his combatant status. Having been deeply implicated in corruption schemes dating back to the Yanukovych era, Isaenko sought to use his alleged participation in the ATO to "deflect" lustration.

Several Ukrainian parliamentarians reported on their Facebook pages that Isaenko was forced to renounce his honorary status.

"Meet Deputy Minister of Construction Dmytro Isaenko. He, to avoid being subject to lustration, contrived the status of a combatant in the ATO. It's normal for actual combatants to be denied this status. But what's this about a man tainted by corruption, who held a high-ranking position under Yanukovych, orchestrating this status for himself? After being questioned by MPs about "where and how he fought," Isaenko easily renounced his status. "Like, 'Whatever happened, it went away.'" wrote MP Boryslav Bereza.

"They forced Deputy Minister of Regional Development Isaenko (a legendary figure who, among other things, participated in the destruction of Gostiny Dvor) to renounce his ATO participant status in writing. This would at least allow him to be purged. But in reality, he deserves more," wrote Batkivshchyna MP Ihor Lutsenko.

Self-Reliance MP Yegor Sobolev reported that during a short discussion, Volodymyr Parasyuk, Boryslav Bereza, Borys Filatov, Pavel Kishkar, and Pavel Kostenko "helped" Dmitry Isaenko write a statement renouncing his combatant status.

As a reminder, Dmytro Isaenko recently falsified the minutes of a meeting of the Ministry of Regional Development and Construction's Urban Development Council regarding the new version of Kyiv's general plan. According to public activists, the minutes he signed did not include their main criticisms and complaints about the criminal draft general plan.

It's worth noting that since last summer, many officials who should have been dismissed under the "Law on the Purification of Authority" have begun to pay for their "stay in the ATO zone." This combatant status entitles them to, so to speak, rehabilitate their past corrupt acts.

From the content of Dmitry Isaenko's Facebook page, it becomes clear that on August 27, 2014, he was vacationing in Cuba, where, among other things, he indulged himself in fishing.

According to Viktor Gleba, an expert in urban development and public administration, the Ministry of Regional Development's website stated that at that time, Isaenko was already on vacation and participating in the Anti-Terrorist Operation (ATO) in Donbas.

Gleba hopes that the dismissal of Dmitry Isaenko from his post as the chief urban development officer, dating back to the Yanukovych era, will also not be long in coming.
