Andrey Vladimirovich Lugovskoy, or Andryusha Poltishok (a nickname given to him by his fellow soldiers because his bribes are always $50,000 or more), is the deputy head of the Dnipropetrovsk Oblast Department of Internal Affairs, born in 1979, responsible for interaction with law enforcement agencies. This citizen began engaging in criminal activity from the moment he joined the ranks of the internal affairs agencies. Through extortion, fraud, corporate raiding, and protection rackets, this "hero" amassed a fabulous fortune of 60 million hryvnias and climbed the ranks to the position of deputy for interaction with other law enforcement agencies, a position that doesn't exist in other internal affairs agencies, reports ORD.
The idiotic nature of the situation is that, on the way to Europe, law enforcement agencies need someone to facilitate this kind of interaction between them, and the state will spend 11 hryvnias a month on his support. Maidan through the eyes of Andrey Vladimirovich Lugovskoy.
From 2007 to 2013, he worked in the intelligence department of the Organized Crime Control Department of the Dnipropetrovsk Oblast Internal Affairs Directorate. In February 2013, he moved to Kyiv, where he became the Chief of Intelligence of the Main Directorate for Combating Organized Crime of the Ministry of Internal Affairs of Ukraine. His functional responsibilities were reported to the Chief of the Main Directorate, who is currently on the international wanted list. This young man organized the collection of information on Maidan activists and organizers. He assembled an entire network of agents from all cities of Ukraine and, under his direction, infiltrated Maidan under the "top secret" classification. The agents collected various types of information, ranging from the schemes and routes for the supply of food, water, clothing, and tires. They also identified the personal information and places of residence of centurions, foremen, and agitators. They also identified the most active Maidan participants, and most importantly, the organizers and leaders. They also identified sources of funding, followed by the elimination of the Maidan's economic support.
By receiving information about activists and passing it on to his immediate supervisor, S. Rogozin, Lugovskoy could not have been unaware that the activists whose personal data he was passing on would subsequently disappear. This young man also could not have been unaware that he was committing particularly serious crimes against Ukrainian citizens. However, many questions arise: "Why is Andrey free? And not in prison with the Berkut officers? Why hasn't the Prosecutor General's Office even summoned him for questioning? And how much is this costing?" After all, his crime was so serious, and the harm he caused is immeasurable. Murderers and sadists would have spent a long time searching for the residences and travel routes of these patriots. However, he obtained information and passed it on, and in return, he received favorable treatment from his superiors and further career advancement. Is there anything more important than the fate of people, their relatives, their futures, and the shattering of dreams in an instant, like a house of cards from a stale deck? But as is customary in our country, despite everything, our hero does not become a defendant after the revolution, but returns to his native Dnepropetrovsk for a promotion as head of the regional department for combating organized crime.

(That is, with the entire Lugovskiy family earning 2 million a year, they earned their first 2 million 31 years ago? In 1984? Andrei started working at the age of 5?)

CHAPTER IV ONE OF THE FIRST CRIMES OF ANDRIY VOLODYMYROVYCH LUGOVSKY, also a police captain. This story began when Igor Vyacheslavovich Kovtunenko, director and general designer of the State Research and Production Enterprise (SRPE) Vega, allowed tenants—the private enterprise Makha—to occupy his premises. The director of this enterprise, Ms. Varshavskaya, had a "hairy" paw (i.e., patrons) in high-ranking prosecutorial offices. This corrupted her character, and Makha was a bad tenant, paying irregularly, as a result of which Kovtunenko was forced to force her to move out. But the director and designer had no idea that Ms. Varshavskaya's plans had nothing to do with parting with the Vega premises. Moreover, Igor Vyacheslavovich had been told more than once that his tenant would soon return and make every effort not only to secure her chosen office "living space," but also to seize it, ousting the State Scientific and Production Enterprise. Kovtunenko had also been told that the tenant had "worked together" with his deputy, and that they were working together to get rid of the elderly and distinguished director. But he didn't believe this until January 2006.
The large-scale operation to "eliminate" Kovtunenko began on December 26, 2005. Varshavskaya arrived at the Vega director's office and began provocatively discussing the debt remaining after Makha left the Vega workshop. The topic was utility and phone bills. But Varshavskaya slyly steered the conversation so as to conceal this. Later, those involved learned that the cunning woman had brought recording equipment, supplied to her by the Dnipropetrovsk Organized Crime Control Department. It should be noted that the Organized Crime Control Department was unfazed by the fact that by "packing" Ms. Varshavskaya with the equipment, they violated the Constitution, which prohibits the collection, storage, use, and dissemination of information without the consent of the individual, except in cases defined by law in the interests of state security, economic well-being, and human rights.
The "sound recording" was only part of a plan devised by the businesswoman and her close friend, Radzhda, an investigator with the Dnipropetrovsk city prosecutor's office. On January 11, 2006, Radzhda accepted Varshavskaya's statement alleging that Kovtunenko had extorted a bribe from her and offered law enforcement his invaluable assistance in apprehending and punishing the "bribe taker." The very next day, a letter signed by Gornostayev, the prosecutor of the Dnipropetrovsk city prosecutor's office, ordered Colonel Kononenko, head of the regional department for combating organized crime, to "conduct a series of operational and investigative measures using special equipment." On January 16, following a carefully planned scenario, Varshavskaya again arrived at Kovtunenko's office and attempted to slip him a wad of bills, totaling 5000 hryvnias. All the bills had been pre-treated with a special powder.
The attempt failed, as Kovtunenko, as usual, didn't touch the money: it was, as was customary, received by accountant Gurova, who kept track of the telephone bills and was responsible for paying utility bills. When, during subsequent operations as part of a "complex of operational-investigative measures," UBOP officers exposed Kovtunenko's handiwork, it turned out to be clean. Literally and figuratively. Nevertheless, UBOP Captain Lugovskoy's report stated that "I.V. Kovtunenko was caught red-handed, demanding and accepting a bribe from N.M. Varshavskaya." In other words, the UBOP officers deliberately committed official forgery to improve their performance indicators.
Then the “torn years” began for the elderly (born in 1949) director.
Afterwards, he was subjected to a marathon interrogation from 3:00 PM to 10:00 PM. During this entire time, the detainee was unable to call a lawyer, call his daughter, or even have tea. After 10:00 PM, they attempted to transfer the Vega director to the Dnipropetrovsk temporary detention facility. However, seeing his state of health, they took him to City Hospital No. 16, just in case, where a blood pressure monitor showed a peak of 260 over 140, i.e., critical. With the appropriate medical certificates, the detainee was taken to the temporary detention facility, where they refused to admit him, saying, "Who have you brought to us? He won't survive until morning..." The Organized Crime Control Department, after consulting with their superiors, found nothing better to do than take the man in a state of hypertensive crisis not to the hospital, but to one of their facilities, where they held him until morning.
Kovtunenko then spent three weeks in the hospital with severe angina, a hypertensive crisis, and other life-threatening ailments. On February 25, the day after he was discharged from the hospital at the insistence of the prosecutor's office, the Vega director went to Kyiv to seek justice, according to his daughter, at the Verkhovna Rada Human Rights Commission. But in Kyiv, high-ranking officials unanimously ignored the problems of an ordinary, albeit distinguished, individual. This was done both verbally and in writing.
On December 19, 2006, by the verdict of the Krasnogvardeisky District Court of Dnepropetrovsk, Igor Vyacheslavovich Kovtunenko, born in 1949, native of the city of Korolev in the Moscow region, Russian, citizen of Ukraine, higher education, general designer and director of the State Scientific Production Enterprise "Vega", previously not convicted and not noticed in anything reprehensible, received 5 years of imprisonment with a ban on holding leadership positions for 2 years and with confiscation of all property belonging to him.
On April 4, 2007, the panel of judges of the criminal cases chamber of the Dnepropetrovsk Court of Appeal overturned the sentence.
