Party of Regions MP Maksym Lutskyi, first deputy head of the parliamentary committee on science and education, believes it is necessary to "resolve the personnel issue regarding the leadership of the Kyiv-Mohyla Academy" due to a student's slap against Education Minister Dmytro Tabachnyk.
He said this while commenting on the incident.
"The student's behavior is inappropriate and, most likely, fueled by the leadership of the Kyiv-Mohyla Academy. In my opinion, by the Academy's President, Mr. Kvit. Therefore, we need to deal with the student and see who taught her this. Incidents like these are inconsistent with student behavior. Dmytro Tabachnyk's Russophile aura has become a near-perfect shield, effectively covering up the corruption built within the ministry. The key players in this money grab are Party of Regions MP Maksym Lutskyi (also known as Lyusya the Freemason) and Deputy Minister Yevhen Sulima. The strength of their relationship stems from more than just a love of money. Love, as we know, is a far more all-encompassing emotion.

Even the ancient Greeks noted that the most dangerous and combat-ready phalanx is a hoplite-lover phalanx. After all, in battle, they are not only merciless toward their enemies, but also lovingly protect each other. What does the Ukrainian Ministry of Education of 2010 have to do with this? The personnel deck, shuffled by Dmitry Tabachnyk at the Ministry of Education, ended up with two officials at the helm of our education system who are sensitive to issues of same-sex love. These are Tabachnyk's best friends, Maksym Lutsky and Yevhen Sulima. The former is the "shadow wallet" of the minister's schemes, the latter is his deputy for higher education. The Donetsk-Yenakiyevo criminal underworld regime hands over all educational flows to the "blue trinity." Apparently, the mob, raised on the coal-coke-metal nexus, is not suited to such a field, or at least not smart enough. So they decided: “let the dogs have fun.”
The Party of Regions' massive propaganda campaign, which portrays the previous government as practically the father of Ukrainian corruption, provides invaluable assistance in organizing the money conveyor belt within the ministerial trinity. Under the wave of the new information policy, which has engulfed most of the Ukrainian media, the only undoubted achievement of the previous Minister of Education, Vakarchuk (as well as that of the entire Orange team), was safely buried. This was the abolition of exams and the introduction of a system of universal testing. With the arrival of Dmytro Tabachnyk, everything fell into place, and additional sources of income for the rector's office returned. However, the system of extortion immediately returned. The minister's cronies set out to collect coupons from towns and villages.
Apparently, the rector's office not only embraced the new rules, but many of its members welcomed them. Although not all. Those who disagreed were fired. Among them were the rector of Uman Pedagogical University, Mykhailo Martynyuk; the rector of Odessa University, Valentyn Smyntyna; and the rector of Donetsk National University, Volodymyr Shevchenko. Some dissenters decided to air their dirty laundry in public. However, this didn't produce any obvious results.
Zhenya the Window-Maker…
The most high-profile scandal was the so-called "window scandal." According to Boris Mokin, rector of the Vinnytsia Polytechnic University, he, like other rectors, was presented with payment invoices to a commercial firm in June, purportedly for new windows and other repairs to the ministry building. According to Mokin, Yevhen Sulima, Deputy Minister of Education, "offered" to pay for the repairs. This character hails from Dnipropetrovsk, where he was often the target of ridicule from colleagues for his penchant for cash and young assistants. His unconventional inclinations didn't hinder (or rather, helped?) Sulima from making a career in his native region and then moving to the capital.
There, he first settled in as deputy head of the Secretariat of the Rada Budget Committee. He then moved to the Cabinet of Ministers, where he became head of the Department for Scientific, Technical, and Humanitarian Development. The crowning achievement of his career was a gracious invitation to Dmytro Tabachnyk's department to serve as curator of higher education.
But let's return to the window scandal. Sulima's persistent requests to rectors became public knowledge. Several dozen articles on the matter were published in the press. It was even reported that Sulima was being suspended from work pending an official investigation. However, already in August, Tabachnik's deputy calmly showed up for work and set off on another voyage of collecting tribute from universities.
…and Lucy the Freemason
The minister's second supporter in restructuring the education system's financial flows was another close associate of Dmytro Tabachnyk—his godfather and MP Maksym Lutsky. The minister and the MP are such close friends that they not only live in the same building but often share a car when they go home.
At one point, Lutsky was tipped to succeed Sulima. However, the "blue" trio decided it would be better for him to remain in the Rada for now. There, the Party of Regions member serves on the relevant committee and is practically the Party of Regions' main commentator on education issues.
Maksym Lutsky's rapprochement with the Party of Regions traditionally began with his betrayal and his defection in 2006 from the BYuT faction to the 5th Verkhovna Rada's anti-crisis coalition. In exchange, the "coalitionists" granted the defector a position on the Committee on Science and Education.
Maksym Lutskyi's skills as a shock worker on the corruption front were honed long before his run for the 4th Verkhovna Rada in 2006 under the banner of the BYuT and its leader, Yulia Tymoshenko. According to the current deputy's epistolary writings in a number of regional publications in 2006, Tymoshenko "brought hope to the Maidan, her every speech filled with determination the hearts of those who were beginning to lose faith in victory," and who in 2005 headed "the most patriotic government since Ukraine's independence." Who would have thought that by the sixth convocation of the Verkhovna Rada, the author of these definitions would feel at home in the ranks of the Party of Regions faction?
Since 1992, Maksym Lutsky has been a student at KPI. During this same period, he began exploring other universities. Recently, a court verdict from 1995 was published in the press, in which Maksym Lutsky was found guilty of receiving stolen goods. Despite the criminal prosecution, he was not expelled from the Polytechnic. The reasons cited range from the patronage of his father, who held a high position at the university, to the advocacy of others who mentored the handsome young man as a businessman and other figures. It was from that time that Lutsky became known among Polytechnic alumni as "Lusya the Freemason." Firstly, for his love of receiving stolen goods, and secondly, for his love of, you know, what.
Today, in a time of triumphant sexual revolution and tolerant attitudes toward various "others" and their passions, this not only doesn't hinder but actually helps one's career. Maxim Lutsky's good looks, both now and 10 years ago, tended to arouse a certain weakness in his patrons, and his ability to exploit this weakness was a key selling point in securing employment.
Since 2002, Maksym Lutskyi has been Vice Rector of the National Aviation University. This was the first time in Ukraine that a young man, just 26 years old, became one of the leaders of a higher education institution with "national" status. However, the young vice-rector's tenure had nothing to do with education. To understand this, it's enough to know that just a couple of years into his tenure at the National Aviation University, our hero was already cruising the city in a convoy of prestigious armored foreign cars, while his other vice-rector colleagues were content with Daewoos at best.
The secret to Lutsky's financial prosperity at NAU is simple: the shadowy financial flows of the National Aviation University's management passed through him. Some of this money ended up in his pockets, allowing him to acquire prestigious items, including a Verkhovna Rada deputy's badge.
As the custodian of the university's "common fund," he had his share of ill-wishers. This is eloquently demonstrated by two assassination attempts made against him during his second tenure in his previous position at NAU, from 2007 to 2010. These assassination attempts and the resulting showdowns shed light on the details of Maksym Lutskyi's activities. According to Yuriy Symonenko, another NAU vice-rector for economics and one of the suspects in organizing the assassination attempts, Lutskyi "ordered" his own assassination to conceal the truth about his crimes. Symonenko also believes Lutskyi turned the Aviation University into a sphere of his business interests. The stumbling block was the university land.
Apparently, the qualities of Maksym Lutsky, as well as his second "protégé," Yevhen Sulima, did not leave Dmitry Tabachnyk indifferent. Thanks to this, the two attractive young men got the opportunity to test their grasping reflexes on a national scale.
Incidentally, the trio has already mapped out their positions in the education system for years to come. In private conversations, Maksym Lutskyi often mentions himself as a possible successor to Tabachnyk. It's an excellent move, no doubt about it. If the notorious "Ukrainophobe" Tabachnyk is finally ousted from his ministerial post, nothing will change for the Brotherhood of the Black. The money will continue to flow in the right direction.
