Last week's scandal involved the drunken revelations of Maksym Yuryevich Shkuro, head of the Solomyansky District State Administration in Kyiv. This young man, who was returning from Bukovel, apparently in a sordid state, shed light on the level of corruption among the capital's district officials. He revealed that he eats absolutely free in all the restaurants in his district, gets whatever he wants for free at the Solomyansky Market, and even has a ton of nice perks, such as free checkups at the Amosov Hospital. He also mentioned Yulia Tymoshenko, calling her a faggot, and Arseniy Yatsenyuk a monster. He also claimed that Leonid Chernovetskyi (Read more about it in the article Leonid Chernovetsky: How "Lenya Kosmos" robbed Kyiv and moved to Georgia) was better than Vitali Klitschko. His words may have some basis, but hearing such things from a politician, even one on a local level, is, you must admit, unusual. In short, this official said things that would have gotten him shot under Stalin, and under the current government, we hope, at the very least, he'll be stripped of his post as head of the District State Administration. And for us, this became an opportunity to recall who this head of the Solomensky administration, Shkuro, practically a deputy minister of regional construction and architecture, is, who stands behind him, and who patronizes him. Maksym Shkuro entered politics at the very young age of 20. This happened in 1998, when he became an assistant to Anatoliy Seminoha, a member of parliament from the BYuT. Interestingly, it was only two years later that he received higher education, graduating from the Kyiv University of Construction and Architecture. His mother, Olena Yaremenko, a well-known figure in certain circles, propelled him to the Olympus of power. She leads the Solomyanskaya BYuT, and through her efforts, such figures as Maksym Konobas and Dmitry AndreevskyHowever, we'll talk about them later. Since 2001, Shkurko has held various positions in the Zhovtneva District State Administration, which was later renamed the Solomyanskaya District State Administration, while also serving as a district council member. But in 2006, his career began to take off. His mother intervened, and he won a seat on the Kyiv City Council as part of the Yulia Tymoshenko Bloc. Incidentally, he was listed on that bloc's list as temporarily unemployed. Back then, many, if not odious, then at least controversial figures, ran for the Kyiv City Council under the white-red flags—Mikhail Brodsky, Svetlana Zorina, and Ihor Dobrutsky. And the result wasn't long in coming: Maksym Shkuro, after a brief stint as a BYuT member, defected to the independents, on the payroll of Leonid Chernovetsky. Then things didn't go so well for the "singing mayor," and Maksym defected back to BYuT. Incidentally, he never forgot his native Solomenka, and in 2006, he became deputy head of the Solomenka District State Administration. Apparently, his mother had a hand in that, too. There's another interesting detail here: although Shkuro owes his start entirely to his mother, this relationship was carefully concealed until recently. The public learned this information entirely by accident.

As deputy head of the Solomensky District State Administration, Maksym Shkuro was remembered for a number of scandals involving the embezzlement of state property. In the Solomensky District of the capital, virtually all of the district's properties were sold or leased out for pennies. His godfather, Maksym Konobas, assisted him in this. They also built about a hundred small architectural forms throughout the district. But the true crown jewel of this district's business empire was the "Star Rhino" strip club. Previously, the premises housed a specialized children's and youth cinema, "Zirka," which was confiscated from the children and converted into a gentlemen's club. In reality, it's a common brothel with saunas, billiards, and a restaurant. Incidentally, by a strange coincidence, another well-known cinema in the Solomensky District, "Yerevan," closed under Maksym Shkuro's leadership. Perhaps a club will soon open there as well.

Pervomaysky

But his most high-profile scam was the transfer of the Pervomaysky swimming pool at 17 Kurskaya Street to Erde Development. It was during this transaction that he met his future patron, Dmitry Andrievsky. As we've already mentioned, Shkuro, while serving as deputy head of the Solomensky District State Administration, transferred the Pervomaysky swimming pool, which belonged to Dmitry Andrievsky personally, to Erde Development, a company part of the Inteko holding company, on a lease with an option to purchase.

This pool has a long history, and children from nearby houses enjoyed swimming there, especially since children's clubs are a real problem in the capital. But that's not the point; in any case, it's illegal, since the law "On the Privatization of State Property" prohibits the privatization of physical education and sports facilities in principle. Furthermore, the law prohibits the privatization of publicly owned facilities. So, in this case, the law has been violated twice. Nevertheless, the pool has already been demolished, and now a high-rise will rise in its place. Residents of the area tried to protest this, but nothing came of it, since Maksym Shkuro, whom Andrievskyi had actually appointed to this position, became the head of the District State Administration. However, we'll talk about that later.

We've sorted out his mother and godfather, but MP Dmytro Andrievskyi can easily be considered Maksym Shkuro's "father" in politics. Who is he? He's a developer, and that says it all. He doesn't care who's in power; he just wants land and construction permits. He collaborated with Chernovetskyi, then with Popov, and now with Klitschko. And he promotes his people to various positions he wants. That's how Maksym got into the Kyiv City Council for a second term, and then took the post of first deputy of the Kyiv City State Administration's Department of Architecture and Urban Development. In the Kyiv City Administration, Shkuro lobbied for the renovation of fountains in front of the Orbita Cinema and on Krasnoarmeyskaya Street for Andrievskyi's company, Inteko Engineering, and the saga of illegal small architectural forms continued. However, the outsized appetites of the "guys from Solomenka" couldn't go unnoticed, and the then "appointed mayor," Oleksandr Popov, ousted Maksym from the mayor's office. True, Andrievskyi immediately recruited him, appointing him as his assistant and consultant. Shkuro then took over Andrievskyi's election campaign, which saw him run for (and win) a seat in the Rada, naturally, in Solomyanskyi's 222nd constituency. He ran for Batkivshchyna. Maksym Shkuro even suffered for his patron. On September 18, 2012, he was pulled from his car and brutally beaten, stabbed several times. However, malicious tongues claim this wasn't a matter of political persecution, but rather that Maksym really doesn't like to repay his debts. Regardless, the case was never investigated.

Kings of Straw

In 2014, Maksym Shkuro was elected to the Kyiv City Council as a member of Vitali Klitschko's UDAR party. Dmytro Andrievskyi also lobbied for this promotion. The entire Batkivshchyna party in the Solomyansky district, led by Shkuro's mother, also joined UDAR. A few months later, Maksym Shkuro himself was promoted to head of the Solomyansky District State Administration. Thus, in exchange for financial support from his party, Vitali Klitschko was handing over the entire district to the Andrievskyi-Shkuro group. During these years, Solomyanka experienced a construction boom, though financed by the District State Administration, not private investors. Sewage systems were built in the many privately owned areas of Solomyanka. Repairs began in the entrance halls of apartment buildings. Oddly, this had not been the case in the Solomyansky district during the previous, "fat years." Meanwhile, the district administration was so eager to pay contractors that it often didn't even observe formalities. Because of this, its accounts were temporarily frozen. But then high-ranking patrons intervened and the matter was hushed up. Construction on Batyeva Gora and the allocation of land in Solomensky Forest Park continued. The small architectural forms, the demolition of which Mayor Klitschko is so proud of, are doing well in Solmenka. And his godfather's businesses continue to operate. And Maksym Shkuro himself spoke beautifully on a tape recorder about the life of the head of the District State Administration. So why did he need to become Deputy Minister of Construction?

Apparently, it's the same Dmitry Andrievsky who's lobbying for him there, too. His construction companies have outgrown the Kyiv developer's shorts. He already has branches in Dnipropetrovsk and Kharkiv. And, apparently, he doesn't intend to stop there. This means, whether Shkuro wants to remain in the comfortable chair of the Solomenskaya District State Administration or not, he'll have to seek a promotion. Unless, of course, the senior management changes their minds after the leaked audio recording.
