"The Supreme Court, as part of a panel of judges of the Cassation Administrative Court, found unlawful and overturned the decision of the State Migration Service of Ukraine to revoke the refugee status of Russian citizen Alexander Kuznetsov, who, at the initiative of Russian law enforcement agencies, was placed on the international wanted list for organizing international drug trafficking and is being held accountable for similar acts in Ukraine.
The corresponding decision was made on October 29, 2020, by a panel consisting of presiding rapporteur Zhanna Melnik-Tomenko and participating judges Andrey Zhuk and Natalya Martynyuk, Detective-Info reports.
The servants of Themis came to the conclusion that Kuznetsov's placement on the international wanted list at the request of the Russian Federation and the additional criminal charges brought against him for organizing large-scale drug trafficking through the territory of our state are not proper and sufficient evidence confirming that he "is engaged in activities that pose a threat to national security, public order, and the health of the population of Ukraine . "
Therefore, the Supreme Court overturned the appellate court's verdict and reinstated the ruling of the Kyiv District Administrative Court, which in December 2019 decided to restore Kuznetsov's status as a refugee or person in need of additional protection in Ukraine.
In the summer of 2019, law enforcement officials reported the arrest of Alexander Kuznetsov as part of a drug trafficking ring and the seizure of approximately 400 kilograms of cocaine. Kuznetsov and his accomplices were charged with organizing the transportation and sale of the drug (Part 3, Article 307 of the Criminal Code of Ukraine).

In October 2020, an indictment was sent to the Podolsk District Court of the capital against the three defendants in the scandalous case—Anatoly Kogan, Vasily Meserenko, and Alexander Kuznetsov.
The latter is known to have arrived in Ukraine in early July 2017 on Flight 757, en route from Tbilisi to Kyiv. At that time, Kuznetsov was on the international wanted list and was detained by domestic law enforcement on suspicion of organizing drug smuggling in the Russian Federation (Part 2, Article 30, Part 5, Section 228-1 of the Russian Criminal Code).
Russian authorities sought his extradition to face charges. On October 18, 2017, Deputy Prosecutor General Yevgeny Yenin ordered Kuznetsov's extradition to Russia, but this decision was subsequently overturned by the courts in the absence of any resistance from the Kyiv Oblast prosecutor's office or its leadership. Rumors suggested that such "compliance" could have cost the drug courier approximately $300.

Kuznetsov's extradition was finally stalled when he was recognized as a refugee in Ukraine on August 17, 2018. Ukrainian officials began working on revoking this status shortly after his arrest with cocaine in Kyiv last summer. On August 28, 2019, Kuznetsov's refugee status was revoked "due to his activities posing a threat to public order and the health of the Ukrainian population."
Kuznetsov appealed this decision. On December 24, 2019, Judge Natalia Shevchenko of the Kyiv District Administrative Court sided with him. Her ruling restored the Russian citizen's refugee status, but the National Police and the State Customs Service expressed their disagreement. On June 3, 2020, the Kyiv District Administrative Court's decision was overturned by an appeal, but the Supreme Court reinstated it, siding with the Russian citizen accused of organizing drug trafficking.
