Matviychuk filled the election commissions with his puppets – 18 of them.

Apparently not counting on voter support, Matviychuk registered as many as 18 technical candidates for parliament in the Kyivskyi district. The purpose of such candidates is primarily to draw lots for leadership positions on precinct election commissions. Having secured the chairperson and secretary positions, it's easy to rewrite the counting protocols and inflate the result for the desired candidate.

Secondly, technical candidates collect several votes at each polling station, which can also be easily transferred to the desired candidate.

It is not difficult to guess what kind of candidate Matviychuk needs.

I find this strange, because if it were actually as described here, it would work against Matviychuk, not in his favor. The thing is, he's already well-known in the district and has support, and artificially creating competitors would lead to his downfall. So, what's described here is stupid.
