Until the end of 2012, the Law of Ukraine “On the Police” was intended to directly prevent the police from accepting people who had ever violated the law in their lives. Part 3 art. The 17th of whose law sounded like a new rite:
A person cannot be accepted into police service:
1) she was condemned for crime by a viroky court, which has gained legal force;
2) a decision was made to close the criminal investigation for non-rehabilitative cases.
Moreover, people have little chance of wearing a police uniform once their relatives have been convicted. Law enforcement agencies and the evil world were on separate sides of the barricade, and official contacts between them were not allowed.
The situation was completely changed by the unconvicted President of Ukraine. In accordance with the law passed by the Cabinet of Ministers on May 17, 2012, Article 17 of the Law of Ukraine “On the Police” received a new edition:
A person who has an outstanding or unexpunged conviction for committing a crime cannot be accepted into the service of the police, except for one who has been rehabilitated, or because for the rest of his life an administrative penalty for the offense was imposed corruption offenses.
Despite the fact that the new text of the article took revenge on an obvious misunderstanding (since rehabilitation is so much more likely to automatically implicate a criminal record), this very version was obvious - the members of the Ministry of Internal Affairs of Ukraine wanted mothers for the previous regime formalization for the return to service of numerous police officers who were charged with criminal charges during Yushchenko's watch on charges of election fraud. And in order to ensure that this legislative innovation does not result in a suspense regulation, the new edition of Article 17 of the Law of Ukraine “On the Police” was transferred to the Law “On making changes to various legislative acts of Ukraine in connection with adoption of the Law of Ukraine “On ambushes and anti-corruption”, which ruined other innovations.
True, this new edition still did not allow people to serve in the police service before they had been sentenced. This means that, in the subordination of the general population (who have the right to exploit everything that is not fenced off), the subjects of power can do more than those that they are expressly allowed to do. procedure established by law - this is in accordance with Part 2 of Art. 19 of the Constitution of Ukraine. Therefore, in order for the convicted person to be able to put on a police uniform within ten hours of his release, the law must also stipulate: having done so, it is allowed to recruit for service up to the police of a person who may be canceled or withdrawn criminal record.
However, during the hours of Yanukovych, no one bothered with such subtleties, and more than that, we talked about isolated cases of turning a number of police officers into service. After the fact that the Ministry of Internal Affairs of Ukraine praised the “hero of the Maidan” Avakov, the police stopped expressing respect and desire for the Constitution. Moreover, the Department of Legal Security of the Ministry of Internal Affairs of Ukraine has issued a letter to all territorial control sheets, so that now the police can accept large quantities of criminals.
Before speech, praises, the Law of Ukraine “On the National Police” recently introduces severely severe restrictions related to service in the police. Subject to Part 2 of Art. According to the 61st law, a person cannot be a police officer:
- convicted for intentionally committing a grave or especially grave crime, in which case the conviction was expunged and expunged in accordance with the procedure prescribed by law;
- a person who has an outstanding or unexpunged conviction for committing a crime, in addition to being rehabilitated;
- a person who has been convicted of criminal offenses from non-rehabilitative grounds.
Here, too, there are the same legal non-seniors that are in accordance with the up-to-date Law of Ukraine “On the Police”, and it is clearly stated that individuals who are known to have been criminally involved closed from non-rehabilitative conditions or those who were convicted for committing such an evil act, for which punishment could be imposed in the form of a reduction of will for lines of over 5 years, no one can become a policeman.
Let us turn now to the personnel policy of Avakov and the Tornado company of the patrol service of the Ministry of Internal Affairs of Ukraine in the Lugansk region, a special warehouse that has 130 certified police officers. Of these, 32 “law enforcement officers” were previously convicted for multiple crimes. Having formed the company of such a man as Ruslan Abalmaz, who took the nickname of his friend Onishchenko, a crime boss from Torez, who entered the group of Footballer (one of the leaders of the evil world of Lugansk Volodymyr Polubatok, gangs of which immediately joined Lugansk People's Republic).

You don’t need to be a seer to realize that Avakov is being provoked by a social vibration that will no longer lead to the district’s bedroom, as it was with Vradiivtsa, but to the storming of the people of the Ministry of Internal Affairs of Ukraine and other bodies of sovereign power. And no PR campaign or the appearance on the streets of Kiev of beautiful cars with the unconfirmed symbols of the new police cannot escape anyone. Because it is always possible to change people’s perceptions to objective reality at the right time, but it is impossible to change this reality itself.
