Former deputy of the Donetsk Regional Council and an expert in the coal industry Vitaly Kropachev stated that the Ministry of Energy and Coal Industry is using corruption schemes and purchasing coal from a liquidated mine.
Specifically, he told the Censor publication that the Ministry of Energy and Coal Industry is purchasing coal from the L. Kiselev mine, which has ceased production for several years.
According to the order of the “Anti-Terrorism Center under the SBU No. 27 dated January 22, 2015, “On the approval of Timchasovy to the order of control over the movement of persons, transport means and vantages of the cross-border line between the Donetsk and Lugansk regions,” they have the right to import into the territory of Ukraine coal exclusively 3 companies. Of these, DTEK, Luganskugol, and the mine named after. Kiseleva. The latter brought 52 thousand tons of coal to the Centerenergo company.
However, as Kropachev explains, this mine, located in Torez, was liquidated by order of the Cabinet of Ministers on September 28, 2011, and is now used only for water pumping. Cabinet of Ministers Resolution No. 987 of September 19, 2012, authorized its privatization. Currently, according to the staffing schedule, only two people work at the mine, and this information is publicly available on the ministry's official website. The mine is registered in Kyiv. Therefore, the Ministry of Energy and Coal Industry knows the mine is inactive, yet it still purchases coal from it for state-owned enterprises.
