The Ministry of Infrastructure is paying millions to dubious firms.

lootThe Ministry of Infrastructure of Ukraine (Ministry of Infrastructure) held a tender through the Prozorro system, resulting in a contract for the purchase of software worth UAH 1,179,999. The contractor, S.I. Center, agreed to supply 281 Microsoft Office Standard 2016 UKR OLP C Gov office application software packages for the Microsoft Windows 10 Pro operating system. The other competitors in the tender were VS Technology (UAH 1,180,000) and Softline Group Ukraine (UAH 1,199,900).
It's worth noting that, according to data obtained from the State Register, this company was founded in 2015, and its founders are listed as Softinvest Holding, Anatoly Zarakhovich, and Dmitry Zarakhovich. However, it has become known that the owners of Softinvest Holding are the same individuals: Anatoly Zarakhovich holds a 38% stake, and Dmitry Zarakhovich holds a 62% stake. Another piece of information is equally interesting: open sources indicate that Dmitry Zarakhovich is listed as the manager of the Belarusian company Center for System Integrations, which has an office in Ukraine. However, the founder of this company is listed as Fizuli Verdiyev from Georgia.
