On December 14, 2015, the Ministry of Defense of Ukraine signed an agreement with Meta Oil LLC for the supply of 5,61 tons of diesel fuel for a total of UAH 95,37 million, according to Nashi Groshi, citing the Public Procurement Bulletin.

High-quality diesel fuel was ordered at a price of UAH 16,999 per ton. The tender was held on the Prozorro electronic bidding platform. Nine companies participated, each with previous experience in public procurement. However, a newcomer emerged victorious. It offered Belarusian diesel fuel from the Mozyr Oil Refinery, manufactured on January 20, 2015. The expiration date of the diesel fuel, as stated in the data sheet published in the company's bid, is one year from the date of manufacture. This means that the expiration date of the fuel ordered for the Ukrainian army will expire one month after the tender, on January 20, 2016. The company committed to supplying the diesel fuel to the Ministry of Defense by December 20, 2015.

Metal Oil was registered in June 2015 in Dnipropetrovsk with a charter capital of 1 UAH. Its founder is Olga Zhukova, who had previously had little exposure in the Ukrainian fuel market.
