The Ministry of Education owes Ukrzaliznytsia 141 million UAH for 2014

Ministry of EducationAccording to the press service of Ukrzaliznytsia, in 2014, the Ministry of Education of Ukraine underpaid UAH 141,600,000 for the transportation of students and pupils from vocational educational institutions. In total, the Ministry of Education compensated the carrier for only 12% (UAH 18,900,000) of the total cost of services rendered in 2014. It is noted that for another year in a row, Ukrainian Railways has not received full payment for the transportation of students and pupils from vocational educational institutions of the Ministry of Education and Science of Ukraine.

Last year, 7.2 million students and pupils of vocational schools used rail transport, of which 2.8 million traveled on long-distance routes—39% of all passengers. In total, Ukrzaliznytsia provided services worth UAH 160.5 million.

It is also noted that, throughout Ukraine's independence, the Ministry of Education and Science has never fully reimbursed Ukrzaliznytsia for the cost of transporting students and pupils of vocational schools. For example, in 2013, only 21,8% of the total cost was reimbursed. Therefore, the carrier is placed in an unequal position, with the state-mandated benefit not being paid.

As is known, students at higher education institutions with accreditation levels I-IV and vocational schools pay 50% of the ticket price for travel on commuter and intercity trains in both standard and reserved seat carriages. This student benefit is provided by the state for the entire year.
