The Ministry of Health refused to investigate the trafficking of humanitarian aid uncovered by the Red Cross Society of Ukraine (RCSU). This was revealed in a report by Transparency International Ukraine.
It was reported that public activists initiated an investigation into the Ukrainian Red Cross Society, where cases of trafficking in humanitarian aid were uncovered. Based on the findings of the internal audit, Ms. Guseva, head of the Kyiv branch of the Red Cross Society, and the heads of the Pechersk and Solomiansky district branches of the Red Cross in Kyiv, were dismissed.
In addition, reprimands were issued to the heads of the Desnyansky, Pechersky and Obolonsky district organizations of the Red Cross, and warnings were issued to the heads of the Darnytsky, Goloseevsky, Svyatoshinsky, Dniprovsky and Shevchenkovsky district organizations.
Transparency International Ukraine had previously repeatedly appealed to the Ministry of Health to audit the Ukrainian Red Cross Society's spending. These funds are allocated from the Ukrainian budget and are supposed to be channeled through the Ministry of Health to the nursing service. However, the agency refused to audit the Ukrainian Red Cross Society.
As Dmitry Kuzin, legal advisor to Transparency International Ukraine, noted, the Ministry of Health is unwilling to investigate the legality of the allocation of humanitarian aid to certain individuals. According to the lawyer, they have documented evidence that OKKU nurses are selling humanitarian aid and renting out certain items, such as wheelchairs for the disabled, for an additional fee. Kuzin noted that his organization has submitted all evidence of illegal actions to law enforcement agencies, and the possibility of criminal prosecution against OKKU officials is currently being explored.
