The Ministry of Health is trying to secure the right to revoke drug registration without trial.

Based on the essence of this draft Procedure, one gets the distinct impression that the Ministry of Health has decided to assume the powers of a supervisory or even oversight body.
This Project effectively provides for a new power for the Ministry of Health to initiate, at its own discretion (or at the “request of workers”), the issue of removing any medicinal product from registration, despite the fact that the drug was previously officially registered and allowed onto the market.
According to the proposed Procedure, the Ministry of Health initiates the drug deregistration procedure. The grounds for such an initiative, according to the draft document, are rather vague, leaving numerous loopholes for any excuse, even the most far-fetched, to be used to remove an undesirable drug from the market. For example, if the Ministry of Health becomes aware of certain information... that raises concerns... The ministry then tasks its expert body—the State Expert Center of the Ministry of Health of Ukraine—with conducting an investigation within one month and submitting a conclusion to the Ministry of Health regarding the drug's deregistration. Essentially, the Ministry of Health's expert body, which previously conducted an expert review of the drug before its registration by the Ministry of Health, is now tasked, on orders from above, to seek reasons for deregistration, becoming the enforcer of the will of ministry officials.
Thus, in essence, Ministry of Health officials are creating for themselves nothing more than a money-making machine that will allow them to eliminate any competitor's drug from the market for a "moderate fee"...
Attempts to push through this procedure for terminating registration certificates for medicinal products in its current form opens up a vast field for further corruption within the Ministry of Health.
The man behind these initiatives is Yuriy Savko, Deputy Minister of Health for European Integration, who, during his short tenure in office, has already become notorious for his efforts to destroy Ukrainian pharmaceutical manufacturers and Ukrainian drugs. As is well known, he previously engaged in the same activity while heading APRAD (the Association of Innovative Drug Manufacturers).
It's highly likely that this Procedure will be used for the same purposes, as well as to attract foreign pharmaceutical companies to the Ukrainian market. In this case, Yuriy Savko's efforts to lobby for the interests of major foreign pharmaceutical corporations in Ukraine appear quite consistent and understandable.
