The vile opportunist and bribe-taker Makarenko heads the United Tax Authority and continues to protect cash-out operators and other respected and less respected individuals. No lustration matters to him. Everything remains as it was.
True, recently, in Kharkiv, headed by Makarenko M.N. (aka the talking head of Verkhoglyad, a former SBU general who is now part of the opposition headquarters), on the orders of ROZDAYBEDA and BIRSAN, they slapped a fine (1400000 UAH) on OOO VOSTORG (code 32437180) for working with Misha Makarenko's fictitious agent, OOO PARITET-AGRO (code 31642413). That's how it is. And he himself pretends to be poor. The heads of the Industrial MGNI of Kharkiv declared their income received in 2011. The head of the Industrial MGNI of Kharkiv, Irina Sagaydak, declared 63070,64 UAH of income, and her family members declared 9202 UAH.
The head of the tax police department, First Deputy Head of the Industrial Tax Inspectorate of Kharkiv, Mikhail Makarenko, declared 83709 hryvnias in income, while his family members declared 63813 hryvnias. Do you think this is true? Makarenko, Mikhail Nikolaevich. He only earned himself a four-story house in the Gomilshansky forests (a five-hectare plot in Zadonets'kyi district, practically a nature reserve), a swimming pool with a pond in the yard, his own small zoo, some nice cars, and much more! His wife, by the way, also works there. And no one's trying to expose him!
This is the house in Zadonetsky, which they tried to sell, but realized that it was a long process and transferred it to relatives.
Makarenko has gone completely berserk, robbing like it's his last. He's collected all the envelopes in his district. Misha, get out before it's too late. The first victims of the Kharkiv Fiscal Service headquarters: taxi drivers, cigarette sellers, and prostitutes. Having taken their new posts, the tax service's leadership has returned to its old ways—intimidating businesses and extorting money from them. Over the past two weeks, tax police officers have been rounding up unlicensed taxi drivers, smugglers, and even prostitutes. Moreover, these raids were conducted for show—each one was a unique, isolated incident. Therefore, there's no point in talking about systematic work. According to Kharkiv entrepreneurs, the fiscal service's leadership is using these actions to demonstrate what will happen to those who don't share and befriend them. In short, these are the standard showpiece actions characteristic of the "new-old" leadership of the regional fiscal service. The new head of the "tax service," Valentin Fesyunin, had held the position of head of the operational department of the State Tax Administration in the Kharkiv region since 2001. By then, he was directly responsible for the department combating fictitious enterprises and illegal VAT refunds.
The head of this department was Sergei Kutsenko (who, along with Fesyunin, returned to the Main Directorate of the Ministry of Revenue and Duties in the Kharkiv Oblast, becoming deputy head of the Internal Security Department), and his right-hand man was Sergei Pototsky, a curious character who was reprimanded in 2004 for falsifying the results of Operation Excise Stamp. According to Kharkiv entrepreneurs, the trio tightly protected conversion centers, turning a blind eye to shady cash flows for hefty bribes. Those who did not have contractual agreements with the aforementioned "fighters" against fictitious businesses were squeezed out of the market one by one. Those who failed to reach an agreement left the market or were subject to physical destruction. Fesyunin later took up work on VAT refunds to enterprises from the Ukrainian state budget. As is well known, VAT refunds are one of the most corrupt schemes in tax law. It was thanks to these activities that Colonel Fesyunin managed to rise to the rank of deputy head of the Kharkiv regional tax office. Serhiy Pototsky, in turn, was promoted to Kyiv, becoming head of the capital's tax police under Yanukovych. Much has been written about his destruction of the private businesses of several opposition figures. What's more disconcerting is that even after the Maidan victory, Serhiy Pototsky retained his position as head of the financial investigation department of the Kyiv Department of Revenue and Duties, where he "thoroughly investigated" any assistance provided by Kyiv entrepreneurs to National Guard soldiers in the ATO zone. Repeated pickets against Pototsky's actions have been held in Kyiv. The public is convinced that Pototsky not only "collected money" for Yanukovych but is now acting in the interests of the "family."
Tellingly, he placed his brother with former colleagues from the Kharkiv headquarters. "One hand washes the other": Oleksandr Pototsky "keeps an eye" on them, heading the Internal Security Directorate of the Main Directorate of the Ministry of Revenue and Duties in the Kharkiv Oblast. Thus, there are no random or new people in the leadership of the fiscal service in the Kharkiv Oblast. For example, after the "Orange Revolution," Valentyn Fesyunin found refuge in the regional headquarters of the Ministry of Internal Affairs of Ukraine, where he served as the first deputy head and head of the criminal police. The department, it should be recalled, was then headed by Igor Repeshko. Now they have swapped places: the latter holds the post of deputy head of the Main Directorate of the Ministry of Revenue and Duties in the Kharkiv Oblast and head of the investigative department for financial investigations. It is these two agencies—the police and the tax service—that Ukrainians consider the most corrupt and want to apply lustration principles to their leaders. Sashka Potocki was fired for lack of access to state secrets and for purchasing a Toyota Cruiser with license plate number 15-05 (Order of the State Fiscal Service of Ukraine No. 179 dated November 4, 2014).
We will still have many interesting things to tell both the people and the prosecutors.
Your favorite workers, Misha.
