Yesterday, Odessa Oblast Governor Mikheil Saakashvili, speaking at the "Odesa Anti-Corruption Initiative," stated that budget losses due to corruption amount to approximately 5 billion hryvnia.
Specifically, due to reduced freight rates, the budget is losing approximately 2,2 billion hryvnias in revenue, with Rinat Akhmetov being the main beneficiary. Another 2,5 billion hryvnias is Ihor Kolomoisky's debt to Ukrnafta, which he apparently has no intention of repaying. There are also debts to PrivatBank.
Other corrupt "debtors" named included Mykola Martynenko (OPZ, OGKhK, Energoatom, VostGOK), as well as his "associates" David Zhvania (OGKhK), Yuriy Nedashkovsky (Energoatom), and Alexander Sorokin (VostGOK). Furthermore, Saakashvili openly accused Prime Minister Arseniy Yatsenyuk of corruption.
Other corrupt officials, according to the governor, include businessman Dmytro Firtash, Andriy Ivanchuk (Ukrspirt – losses of approximately 240 million hryvnias), and several others. However, the name of Igor Kononenko of the BPP was not mentioned, although he had also previously been accused of corruption.
Overall, according to Saakashvili, corruption exists in all major government agencies – from Boryspil Airport to Ukrzaliznytsia, from Ukrposhta to seaports. The governor promised to discuss this in more detail in the Verkhovna Rada.
