The multifaceted swindler Serhiy Paladiy, former Kyiv City Council deputy
The development of Serhiy Paladiy, a Kyiv City Council deputy from the Batkivshchyna party and a multifaceted personality with remarkable versatility, began in his youth. A guiding star led Serhiy Volodymyrovych to a future in accounting. The future deputy first graduated from the Ananyiv Technical School of Accounting, and later from the Uman State Agrarian Academy, specializing in accounting and auditing.
A little later, Sergei Paladiy became interested in other prospects, and in addition to his accounting skills, he obtained an education in transportation and transport management at the Odessa National Maritime University.
However, the versatility of Sergei Paladiy's talents became evident much later in his professional career. The future deputy had many careers, from supply worker and salesman to the leader of a garage cooperative. Incidentally, it was as a "garage expert" that Sergei Vladimirovich broke into power on his second try. Interestingly, Paladiy's commission specializes in education, science, family, youth, and sports—all areas in which, by virtue of his service and experience, the newly minted deputy, to put it mildly, is well-versed.

From the first days of his responsible work as a deputy, Sergei Paladiy decided to pursue his own policy, somewhat different from the general party policy.
Sergei Paladiy and Justice
Among the first scandals involving Sergei Paladiy, in which the Batkivshchyna party's principle of Justice was completely trampled and undermined, was a joint project to seize the premises of Youth Sports School No. 17.
Raiding is, unfortunately, par for the course in Kyiv. However, the internal taboo against aggression and manipulation against the interests of the elderly and children has only recently broken down.
Attempts to seize the premises of a children's sports school to house equipped parliamentary reception rooms, bypassing the lease agreement, were initially unsuccessful for two respected deputies from the Batkivshchyna faction.
But the deputy is a person of integrity and selflessness. Therefore, following this failure, Sergei Paladiy's friends and party colleagues, Vahan Tovmasyan and Sergei Rymarenko, rushed to prove how short-sighted the school principal had been.
First, the car of the youth sports school director, Alexei Mityuk, mysteriously burned down. The director regularly received threats and unambiguous innuendos. When they failed to achieve success, the "friends" recalled their strategic weapon: power.
The Kyiv City Council launched a full-scale attack on the school principal. Joining forces, Tovmasyan, Rymarenko, and Paladiy (the group's leader) created a working group that literally harassed the Youth Sports School with inspections and meticulous searches for violations. Based on the inspection results, the decision was to order the principal's dismissal due to incompetence and a multitude of violations.
In fairness, it should be noted that the common thread running through the friends' demands is the accusation of misuse of the premises and their director's leasing them out. And all because in May of this year, the director failed to renew the lease agreement for 141 square meters with "SPD Hetman A.V." It was precisely these prime premises that our three "fair" Kyiv City Council members so desperately needed.
Order
The behavior of the friends, and most importantly, their leader, Serhiy Paladiy, is entirely understandable. The recent income declaration escapade revealed just how difficult and dangerous the life of Ukrainian parliamentarians is. So many pressing issues must be addressed every day: How do you properly sell something "unnecessary," show cash, and then buy "something unnecessary?" How do you properly declare property located outside the borders of our motherland, Ukraine?
But Sergei Paladiy's accounting background crystallized a clear understanding of the main principle of financial relations with the state: it is better to underreport than to overreport.
According to his asset declaration, Sergei Paladiy is the true "owner of factories, newspapers, and steamships." Together with his legal wife, the deputy owns significant financial assets:
— 750,000 UAH in the authorized capital of the enterprise Finintellect-plus LLC,
— 40,000 UAH – Gidrobudshlyakh LLC: (we’ll talk about this company a little later);
— 17,500 UAH – OOO Stroypostav-service.

Mysteriously, Chumatsky Shlyakh LLC, with an authorized capital of UAH 9,000, is not indicated in the declaration.
And here the reason for MP Paladiy's seizure of children's and youth sports school premises without payment, leading a working group, is revealed. All the businesses listed in the declaration operate contrary to economic laws and the principle of expediency, as they do not generate a single penny of income, according to the declaration.
The scheme isn't particularly original, as it's helmed by the NGO "Center for Social Initiatives 'Society Development.'" Like other "laundering" social projects, the organization has no website or social media pages, and the official amount of aid is estimated at 5 (for verification, see the Kyiv Mayor's Order No. 861 of September 307,95, 01.09.2016, "On Resolving Financial Issues"). The precise scope of its aid and promotion of Ukrainian society is equally murky. No projects, no mission. Indeed, not a single event or social initiative, even for show, has been supported by this NGO.
According to his income declaration, Serhiy Paladiy's main source of income is a salary of 112,000 hryvnias, combined with his wife's salary of 36,000 hryvnias. This is MP Paladiy's understanding of ORDER—the order of conducting business, the order of steps toward transparency, dialogue, and a European society. Like an old accountant with armbands, Serhiy Paladiy lives paycheck to paycheck, while heading "unprofitable" but long-standing businesses in successful, competitive sectors of the economy.
Sergei Paladiy and "his" Homeland
The very name of Sergei Paladiy's beloved party suggests a constant commitment to his native Ukraine, the land and resources that gave birth to him, the water that nourished him.
But Sergei Vladimirovich deviated from the norm here, too. In the spring of 2015, a competition was held to fill the positions of heads of 10 state-owned enterprises.
The competition for the director position of the state-owned enterprise "Ukrvodshlyakh" was a frenzy. Twenty candidates competed for the lucrative position, and only six reached the semifinals in accordance with the formal requirements. Serhiy Paladiy was also involved. As promised earlier, we'll return to the renowned "Gidrobudshlyakh" LLC mentioned in the declaration. The company specializes in the sale of construction materials. Serhiy Vladimirovich founded the company after leaving his job at the Ministry of Transport and Communications. However, the vague concept of "sale of construction materials" concealed a banal profiteering scheme—illegible sand mining on the Dnieper River.
In mid-summer 2010, a scandal over contaminated drinking water, orchestrated by Sergei Paladiy, rocked Kyiv. The scandal stemmed from sand mining operations in the Desna River upstream of the water intake station by Gidrobudshlyakh LLC. This water intake station is the source of 60% of Kyiv's fresh water. Sergei Vladimirovich was undeterred by the "sanitary zone," the clearly defined fence around the station with the necessary warnings and signs. Within a short time, two dredgers began illegally mining sand, threatening to contaminate the drinking water with soil debris and all the accompanying contaminants from the shore, fuel from the dredgers' work, and other pleasant surprises. Growing cottage communities would have added their own flavor to the drinking water analysis.
For those unfamiliar with the technology, let us explain. Dredging is a unique sand theft scheme, disguised as a good deed. A socially beneficial endeavor—dredging a river—is accompanied by the disappearance of the sand, which is then subject to substantial kickbacks. Furthermore, the surrounding vegetation and ecosystem are destroyed. The dumping of soil reduces the oxygen level in the water, which means fish die. As a result of these operations, the river becomes a lifeless sewer.
In official statements, Sergei Paladiy dismissed official permits, none of which were confirmed. The official response from the State Water Management Committee stated that no permits for any type of work had been issued.
All of this has very little to do with caring for one's homeland, or Batkivshchyna. And let some argue, as a ridiculous counterargument, that this case of Serhiy Paladiy has long since become history. But it's clear that the principles and goals of the accountant-deputy deputy have remained unchanged. Serhiy Paladiy's participation in the competition for the position of State Enterprise "Ukrvodshlyakh" clearly demonstrates his desire to transfer the much-heralded dredgers of Gidrobudshlyakh LLC to the balance sheet of the newly appointed head of State Enterprise "Ukrvodshlyakh," as Serhiy Vladimirovich's company occupies a prominent place among the debtors of the State Enterprise.
P.S. Serhiy Paladiy isn't the only "wolf in sheep's clothing" masquerading under the guise of ideals for the development of a civilized society. Such disguises are ubiquitous in Ukrainian politics. It is precisely this dichotomy between the present and the public, the multifaceted nature of Ukrainian power, that is generating a systemic crisis of trust and a widespread disbelief in the future. The great satirist Mikhail Zhvanetsky once said, "There's no shame in digging through garbage, boy. The shame is in being happy about it." And yet our politicians continue to do so, turning this process into their life's work.
