With 241 votes out of the required 226, the Verkhovna Rada adopted the new bill "On service centers and services of the Ministry of Internal Affairs of Ukraine" in the first reading.
During the document's presentation, First Deputy Minister of Internal Affairs of Ukraine Eka Zguladze stated that the new bill would place responsibility on local decision-makers.
This law will be in effect for only two years, beginning in 2016. From 2018, the responsibility for providing services will be transferred to local governments.
According to the new law, the Ministry of Internal Affairs plans to establish a Service Center. This center will issue certificates, permits, and other documents, as well as certificates and duplicates. The document issuance process will be handled by an administrator. The new list of service offerings by the Ministry of Internal Affairs will include commercial, administrative, and business services.
This bill has already been criticized by experts, as the "innovations" proposed by the Ministry of Internal Affairs will encourage dishonest officials to engage in corruption.
