Relatives of city council members and the daughter of a city hall "advertising" official are making money from advertising in Mykolaiv, according to the website "Nashi Groshi," citing an article by journalists Tatyana Gaidabas and Alena Nefedova at the Mykolaiv Center for Investigative Journalism.
The Kyiv-based RTM-Ukraine group of companies, represented in Mykolaiv by Olga Minaeva, daughter of an official in the outdoor advertising department of the city executive committee's Department of Architecture and Urban Development, holds the largest share of the city's advertising market. In August 2015 alone, the company received 12 special permits for advertising banners in a prime location in Mykolaiv – on Sovetskaya Street. Moreover, Oleksandr Minaev, the chief advertising specialist at the Mykolaiv city executive committee and a native of Kherson, strongly defends out-of-town advertising operators, claiming they are more honest, disciplined, law-abiding, and manageable than Mykolaiv advertisers. Journalists also noted that Minaev, despite the modest income of an ordinary advertising official, drives a Mitsubishi Outlander, a foreign-made car that costs quite a bit. Minaev himself claims the SUV belongs to a friend.

It is also known that the largest number of permits for advertising installation on the streets of Mykolaiv were received by several local firms representing the Marmelad agency. The latter's founders are relatives of former city council member and well-known Mykolaiv entrepreneur Vladislav Entin. In the current local elections, he is running for city council member as a candidate for the "Our Region" party, led by Mykolaiv Mayor Yuriy Granaturov. Marmelad received 79 permits for outdoor advertising on billboards.
In addition, the company OOO Signa-Business-Center (founded by Vladislav Entin’s sister Alla Entina) has 41 permits, OOO Interlegis (founded by Vladislav Entin’s mother Natalia Entina) – 24 permits, OOO Entina Natalia Abramovna – 11 permits and OOO Travel Agency “Travel with Mercury Tour” (founded by Natalia Entina) – 3 permits.
The families of current city council members have also been involved. Investment Group Vipos LLC holds 33 permits. The founder of this company is listed as Lyudmila Yeropunova, the wife of Mykola Yeropunov, a city council member from the Party of Regions. Another company, Wizard Group LLC, owned by the wife of Mykolaiv City Council member Oleksandr Omelchuk, holds 28 permits for advertising billboards. Media Inform Group LLC, whose founders include Sergey Zakharchuk, a close friend of Mykolaiv Oblast Governor Vadym Merikov, and Andriy Kolesov, as well as their joint venture, Ukr-skad LLC.
